WORKSHOP
On August 31 , 2006, the Commission granted Kootenai Heights Water System
request for a Certificate of Public Convenience and Necessity authorizing it to operate as a
public utility in the State ofIdaho. Order No. 30122. In response to the Company s objection to
the Commission s jurisdiction, the Commission granted reconsideration of its Order as to the
sole issue of whether Kootenai Heights Water was a public utility as defined by Idaho Code and
thus subject to the jurisdiction of the Commission. Order No. 30138. On January 10 2007, the
Commission affirmed Order No. 30122 finding that Kootenai Heights Water is a public utility as
defined by Idaho law and subject to the jurisdiction of the Commission. Order No. 30219.
Order No. 30219 directs that the parties shall meet and conduct an informal
prehearing conference where they shall discuss the remaining issues relating to rates, charges
rules, and regulations exploring any possibilities for agreement. !d. at 10. Additionally, the
Commission directed that if the parties cannot resolve the remaining issues, then they shall
submit a proposed schedule for the submission of prefiled direct testimony, rebuttal, and an
evidentiary hearing pursuant to the Commission s Rules of Procedure. Id.

YOU ARE HEREBY NOTIFIED that a public workshop has been scheduled for
FEBRUARY 20. 2007. AT 7:00 P.M. IN THE KOOTENAI CITY HALL. 204 SPOKANE
STREET. KOOTENAI. IDAHO The purpose of this public workshop is for Commission
Staff to dispense information to the public regarding the Company s Application, the
Commission s procedures, and to obtain input from the Company s customers. The Company
customers and other interested members of the public are encouraged to attend.

NOTICE OF INFORMAL PRE HEARING CONFERENCE
YOU ARE FURTHER NOTIFIED that an informal prehearing conference has been
scheduled for FEBRUARY 20, 2007, at 1:30 p.m. This informal prehearing conference will be
held at the law offices of Finney Finney & Finney, P., located at 120 East Lake Street, Old
Power House Building, Suite 317, Sandpoint, Idaho. The purpose of this informal prehearing
conference is for the parties to meet and discuss the remaining issues in this case relating to rates
charges, rules, and regulations, and to explore the possibilities of reaching a settlement. If the
parties are unable to agree, then they will submit a proposed schedule for testimony and a
hearing for resolving the case.
YOU ARE FURTHER NOTIFIED that the workshop and informal prehearing
conference in this matter will be conducted pursuant to the Rules of Procedure adopted by the
Idaho Public Utilities Commission. IDAP A 31.01.01.000 et seq.
YOU ARE FURTHER NOTIFIED that all workshops and hearings in this matter
will be held in facilities meeting the accessibility requirements of the Americans with
Disabilities Act (ADA). Persons needing the help of a sign language interpreter or other
assistance in order to participate in or to understand testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other assistance at the hearing.
The request for assistance must be received at least five (5) working days before the hearing by
