The rate increase is NOT justified because the water system does not meet the minimum requirement for Idaho code, therefore, making it a substandard water system. The water system in the roads is not below the frost level. (In the road in front of our property, the main water line is only 3 feet deep.) Island Park is known for it's winter activities. With the amount of cold and freezing temperatures, every year there are several instances of frozen water lines. Each property does NOT have curb stops in which to shut the water off at individual properties. More than one well is connected in series meaning when a water line breaks, the entire system (both wells) has to be shutdown 'for the duration of the repairs. Because this system is not per Idaho code, a rate increase is not justified. If David E. Benton were using the money to improve the current water system, then a rate increase might be justified. In order to justify a rate increase, David E. Benton should be mandated to fix the existing water system with written legal documentation stating a schedule of which waterlines are going to be upgraded and a date stating when the work is going to be completed. Legal matters were pending against David E. Benton for the above mentioned concerns with the system. We have no desire to pay an increase to finance his legal fees concerning this substandard system if the money isn' t going to be used to upgrade this system. This is unbelieveable. We are one of the oldest summer homes in this subdivision. We have owned our home since 1977. We feel this rate increase is totally unnecessary for the type and quality of service we have received over the years. We feel the current service is subpar and if hindsight is any indication, an increase is not going to make that much difference to Island Park Water's service, but will be a significant impact on the clients who will be paying the increase. Let see an increase of maybe 3Ø% for existing and a higher cost of hookup for new homes being added to the lines to pay for upgrades or changes to lines. There are so many things we feel are wrong with this increase and the current system, it would take up to much space here to go into more detail. PLEASE do not allow this high of increase.
