RE:AVISTA UTILITIES FRANCHISE FEE FOR MOSCOW;
TARIFF ADVICE NO. 06-01E.
On February 28 2006, Avista filed Tariff Advice No. 06-01E with the Commission
requesting the implementation of a 3% franchise fee on electric services within the City of
Moscow, Idaho. The increase allows A vista to collect the franchise fees from its customers
beginning April I , 2006 and remit to the city as specified by ordinance. The franchise fee
request is the result of the City of Moscow Ordinance No. 2005-34 attached to the Company s
filing. Idaho Code 950-329A allows cities to impose a 3% franchise fee upon the approval of a
majority of the voters in the City. Moscow voters approved the 3% fee in a vote held on
November 8, 2005.
COMMISSION DECISION
The Staff recommends that Electric Service Schedule 58 Tenth Revision Sheet 58, be
accepted for filing" with an effective date of April I , 2006 as proposed by the Company. Does
