NOTICE OF INVESTIGATION
ORDER NO.  26886
YOU ARE HEREBY NOTIFIED that the Idaho Public Utilities Commission (Commission) has been informed by Commission Staff  that its routine audit of Hayden Pines Water Company (Hayden Pines; Company) has disclosed irregularities meriting a more formal investigation of the Company’s earnings and operations.  The Commission has reviewed Staff’s audit report and agrees that it is reasonable to initate a formal case to investigate the Company’s financial, operational and managerial activities for the years 1992 through and including the year 1996, to examine and determine through a financial records audit the accuracy of the Company’s financial books and records including transactions with affiliates, and to conduct a comprehensive physical audit of Company owned and/or leased equipment and inventory.  Upon completing its audit, Staff is directed to file its report with the Commission.  Following receipt and consideration of the report, the Commission will, if indicated, issue an additional notice establishing further procedure and scheduling, which notice will include a forum for public participation.  
CONCLUSIONS OF LAW
The Commission has jurisdiction to initiate an investigation of Hayden Pines Water Company, a water utility, pursuant to the provisions of Idaho Code, Title 61 and the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.

O R D E R
In consideration of the foregoing and for reasons more particularly described above, IT IS HEREBY ORDERED and the Commission by this order hereby initiates this case to investigate the financial, operational and managerial activities of Hayden Pines Water Company.
