Comment: "6/21/23 we received 2 postcards from Gem State Water with new, MUCH higher sewer rates
for April & May as well as "Balance Forward" amounts for "Misc Charges from November 2022 to
current". Per Gem State's applica�on, page 4, sec�on 13 - "Gem State Water is not reques�ng any
change to rates, rate structure, or other charges in this Applica�on." Furthermore, comps in the area are
nowhere near $90/month, especially for other owners of vacant lots who aren't even using it or pu�ng
any stress on the system. The �ming of these postcards seems all too strategic given the commission is
accep�ng writen comments un�l June 22, 2023. That's less than 24 hours to respond. So why wouldn't
they have included any new proposed rates and miscellaneous charges from 2022 with the previous bill
sent at the end of February for Q1 2023? I le� a voice message for them at 10:24am 6/21/23 as no one
answered my call."

Comment: "Received 2 postcards in the mail 6/20/2023 Sta�ng past due balance forward from
November 2022, a May 2023 bill and April 2023 bill for 500% increase in sewer. Previous sewer bills have
been paid on �me every month.
Our address is not inside The Idaho Club where new owners have a separate and different water and
sewer agreement. Gem State does not provide us with water.
It appears this new company (Gem State) is not honoring the previous water and sewer agreements and
is instead charging highest historical rate to all users despite their claim in their applica�on that they
would honor the current rate structure.

13. Gem State Water is not reques�ng any change to rates, rate structure, or other charges in this
Applica�on. Any future changes will be based on prudently incurred capital expenditures and other
accepted ratemaking principles."
