Page 6 under rate design the consolidation includes two components a single schedule for non-recurring charges. Why is this necessary, a not very sophisticated software package would provide flexibility to perform the operation plus give more detailed information about each system. 2. Page 6 under rate design there is a statement about several benefits to the consolidation of rates. First off what benefit is Gem State providing for their customers? They talk about reducing administrative burden, unless they are using a model to track time and material and accounting allocations to each system with paper and pencil, I would agree that would be cumbersome. We don’t live in that age any longer, a simple software deployed can be programmed to perform all the points in their request to limit detail in cost tracking, reduce administrative burden. They also mention mitigating rate impacts related to large capital investments. Exactly what is a large capital investment they plan to make, the systems exist, the well is in place, Bitterroot meters were replaced by previous owner. This is like asking for a raise before doing any work without providing the scope of work. 3. Page 7 second paragraph is just a bunch of word salad, I have not read the tariffs since living here since 2003 and I don’t believe it’s necessary I start now, rates and charges we understand which is why many of us are taking the time to display our thoughts and wishes to the Commission. The last few words of this paragraph says it all, easier to administer for the company. Again, the software will do the administration. 4. Towards the bottom of this page, they talk about how consolidating the systems will provide revenue stability when large capital investments are made in a specific system. Exactly what capital investments? The systems exists and are providing water. 5. In the chart at the bottom shows our system Bitterroot with a proposed increase of 92%, exactly what did they do to the system creating a benefit to these customers? 6. There exhibit 3 Capital Structure and Overall Rate of Return is a hypothetical example, the numbers are way beyond belief Thank You for reviewing my input on this matter. I understand that they need to increase it by some, everyone is raising their rates, but they are WAY out of line to ask for such a huge increase. I do not thing they should be able to do this. I am on a fixed income and this will become a huge burden to me. Our area has gotten out of control and those of us who have been here for years can no longer afford to live reasonably. Please don't approve this hike, it is totally unfair. Thank you for your consideration in this matter. " ------
