CERTIFICATE NO. 319
IT IS HEREBY CERTIFIED that the public convenience and necessity requires Gem State
Water Company, LLC, its successors and assigns, to hold, construct or otherwise acquire, to
maintain and to operate a water system and water supply to certain territories described below:
Rickel Water Company
Located approximately 15 miles north of Coeur d’Alene at the intersection
of Old US Highway 95 and Brunners Road, said area including Sections
28, 29, 32 and 33, Township 53 North, Range 3 West, Boise-Meridian,
Kootenai County, Idaho
Bitterroot Water System Inc.
Township 53 North, Range 03 West, Sections 20 and 29, Boise-Meridian, Kootenai
County, Idaho.
This certificate is for such purpose to own, hold, construct or otherwise acquire and to
maintain and operate within said territories water wells, reservoirs, tanks, towers, stand pipes,
collectors, settling basins, galleries and other works and structures, and also to lay, take up, repair,
renew, extend, alter, maintain and operate water mains, pipes, conduits, aqueducts, hydrants and
other appliances, equipment and facilities in, upon, over, under, along, through and across all
streets, avenues, alleys, streams, highways, roads and other public places in said territory as the
same now exists or may hereafter be extended, laid out or established, and to exercise the rights
and privileges granted, or to which may hereafter be granted Gem State Water Company, LLC, its

successors or assigns, by any franchise conferred by the state of Idaho or any political subdivision
thereof.
This First Amended Certificate is predicated upon and issued pursuant to the findings and
conclusions of Order No. 34616 in Case No. GSW-W-19-011 to which reference is hereby made.

1 On April 9, 2018, the Commission, in Order No. 34027, Case No. RIC-W-17-01, granted the merger of Rickel Water
Company (“Rickel”) and Bitterroot Water System, Inc. (“Bitterroot”) into a single utility called Bitterroot Water
System, Inc. The combined Company was ordered to serve customers under Bitterroot’s CPCN No. 319 and Rickel’s
CPCN No. 324 was cancelled. Further, on April 2, 2020, the Commission in Order No. 34616, Case No. GSW-W-19-
01, granted the sale of Bitterroot to Gem State Water Company, LLC (“Gem State Water”), transferring Bitterroot’s
CPCN No. 319 to Gem State Water.
