On February 22,2017,Grouse Point Water Company applied to the Commission for
authorityto increase its monthly base rate from $22 per month to $113.86 per month (418%),
and to increase its consumptive charge for customers using over 8,000 gallons per month from
$0.50 per 1,000 gallons of use to $5.00 per 1,000 gallons of use (900%).The Company also
proposes a new consumptive charge of $1.83 per 1,000 gallons of use under 8,000 gallons per
month.Grouse Point asks for the new rates to take effect on April 15,2017.
On March 9,2017,the Commission issued notice of the Application,set an
interventiondeadline,and suspended the proposed effective date until October 15,2017.
Grouse Point is a limited liabilitycorporation providing water service to 24 customers
in the Kuna,Idaho area.The Company's existing tariff is a simple base rate with a uniform
single block structure approved by the Commission in December 2003.Order No.29402.The
Company claims its existing rates are not adequate to cover even half of the operational and
maintenance expenses;do not recognize significant capital improvements made since the last
rate case;and must be increased to continue operating.The increase is largely attributed to
repairs,treatment,and replacement of a welldue to EPA standards for uranium levels in drinking
water.
After reviewing the Application and gathering additional information,Staff agreed
that the Company's proposal to process this case by Modified Procedure is appropriate.Staff
thus requested that the Commission order that the case be processed by Modified Procedure,and
that an August 17,2017 comment deadline,and an August 31,2017 reply deadline be set.

Furthermore,Staff requested that a Staff workshop be set to take place on July 20,2017,at 7:00
p.m.,at Kuna City Hall,751 West 4*Street,Kuna,Idaho.
With this Order the Commission authorizes the use of Modified Procedure and
establishes deadlines for the filing of written comments.

action,and has determinedthat the public interest may not require a formal hearing in this matter
and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho

Commission notes that Modified Procedure and written comments have proven to be an effective
means for obtaining public input and participation

CITY HALL,751 WEST 4TH STREET,KUNA,IDAHO.At the workshop,the Commission
Staff will summarize the Company's Application and answer questions about it.The Staff will
not take any position on the merits of the Company's Application,however,because Staffwill
still be evaluating it when the workshop occurs.After the workshop,the Commission Staff will
file written comments or testimony to address the merits of the case.Staff will have taken into
consideration any concerns that may have been raised at the workshop when preparing these
remarks.
