This is a srunmary of the rules for termination of service for all Rickel Water Company customers as
determined by the Idaho Public Utilities Commission (IPUC), as of March l,1997. These rules cover the
rights and responsibilities of the customer and the Utility. An explanation of our rate schedule has also
been included.

RULES FOR TER}IINATION OF SERVICE
TERMINATION WITH PRIOR NOTICE :
With proper customer notice Rickel Water Co. may deny or terminate water service for one of the
following re:tsons:
l. Nonpayment of a past due bill or payment of a past due billing with a NSF check.
2. Failure to honor the terms of a payment arrangement.
3. Obtaining service by false identt$.
4. Refusing to allow access to the water meter or shut offvalve.
5. Willfully wasting service through improper equipment or otlerwise.
6. Failure to apply for service.
TERJVTINATION WITHOUT PRIOR NOTICE
Rickel Water Co. may deny or terminate water service without notice for one of the following rqrons:
1. A situation exists that is immediately dangerous to life, physical safety or properly.
2. To prevent a violation offederal, state or local safety or health codes.
3. Service is obtained, diverted or used without the authorization of Rickel Water Co.
4. Rickel Water Co. has diligently attempted to noti$ you of termination and has been unable to
contact you.
5. If ordered by any court, The Commission, or any other duly authorized public authority.
NOTIFICATION AND BILLING
l. Meters will be read between the first and the fifth of each month (weather providing). Bills
will be sent out on the fifth with payment due on the 20th of each month. During winter month
the basic monthly fee of $30.00 per month will be charged. At the next reading of the meters
you will be billed for any water used over 1-5,000 gallons per month.
2. A billing may be considered past due (25) twenty five days after the billing date. A written
notice of termination must be mailed at least (7) seven days before the proposed termination
date.
3. At least (24) twenty four hours before the service is terminated, a notice will be left at the
properly advising you ofthe steps needed to have services restored.
4. When the 24 hour period has ended, another attempt will be made to contact you in person
or by phone before service is terminated.
5. Only a 24 hour notice is required if you do not make an initial payment according to the pay-
ment arrangement or the initial payment is not honored by the bank.
PAYMENT ARRANGEMENTS AND SPECIAL CIRCUMSTANCES.
If you cannot pay your billing in full or you receive a notice of terminatiorq please call our offrce. Payment
arrangements can be made to avoid termination of service.
If you cannot pay your bill and a member of your household is seriously ill or there is a medical
emergency, Rickel Water Co. will postpone termination of service for (30) thirty days. A written
certification is required from a licensed physician or public health official stating the name of the person
who is ilI, the nature of the illness and the name, title, and signature of the person certifying the serious
illness or medical emergency.
COMPLAINT PROCEDURES
lf at any time you have a complaint concerning the termination of service, policies and practices or any
other matter regarding our service please contact Rickel Water Co. in person, by telephone or in writing.
Your complaint will be investigated promptly and thoroughly. You will be notified orally or in writing the
results of the investigation, and we will make every effort to resolve the complaint.
If you are dissatisfied with the proposed resolution of you complaint, you may ask the IPUC to review the
matter. Your request my be done orally or in writing. Your service will not be disconnected while the
complaint is being investigated bv the utility or the IPUC.
RESTRICTION OF TERMINATION OF SERVICE
Service cannot be disconnected on Friday after 12:00 noon or on a Saturday, Sunday, Legal holidays
recognized by the State of Idaho, or after 12:00 noon on any day immediately before any legal holiday.
Service may only be terminated between the hours of 8:00 a.m. and 4:00 p.m. The employee sent to the
premises to terminate service will identify himself to you and state the purpose of the visit. This person is
authorized to accept payment in full.
HOOKLIP
The company reserves the right to deny hookups during the winter months due to adverse weather
conditions. New hookups will be scheduled as soon a weather conditions permit.
HOOKUP CHARGES AND MONTHLYFEES.
A one time hookup charge of$6000.00 will be paid in advance for any new service hookup. The extra
costs of an out of the ordinary circumstances requiring additional equipment or special construction
techniques involved in the installation ofa new service connection will be agreed to in advance and put
into uriting by the customer and the company. Only one residence per hookup is allowed, one stock tank
will also be permitted. No irrigation of property will be permitted.
The monthly rate is $30.00 per month for the first 15,000 gallons of water used . Water will be billed at
$1.10 per thousand after the first 15,000 gallons used. Meters will be read between the 1st and the 5th of
the month with the bills going out by the flfth. Payment is due in full by the 20th of the month, bills will
be considered delinquent by the 25th of the month. Arrangement can be made to pay in advance monthly,
quarterly, semi-annual or annual.
RECONNECTIONFEE.
If water service is terminated, the balance in full, plus a reconnect fee of ($25.00) twenty five dollars is
due.

Our records show that your account is more than past due. If we do not receive fulIpayment
of _ by the end of seven (7) days from this letter we will have to terminate water service. These
rules are prescribed by the Idaho Public Utilities Commission.
Rickel Water Company will delay termination of service to a residential customer for thirty (30) days due
to medical complications. A medical certificate from a licensed physician or Public Health Official will be
accepted. It must state that termination of water will aggravate an existing condition or create a medical
emergency. This certificate must be signed by the person diagnosing the medical condition , name the
person affected and explain the medical condition.
If you disagree with the termination, you may file a complaint with our office in writing and request a
meeting. The company will review your complaint and send you written results. If you are not satisfied,
you may ask the Idaho Public Utilities to review the mafter. The address is IPUC Consumer Assistance,
P.O. Box 83720, Boise , ID, 83720-0074 ot call208-334-0369. Service will not be terminated while the
dispute is under review by either Rickel Water Co. or the IPUC.
Rickel Water Co. is willing to make payment arrangements to help any customer having problems payrng
their water bill. However, the customer will have to make payment arrangements before the termination
date on this letter.
If service is terminated, payment in full will be collected , plus a reconnection charge of $25.00 , before
the water will be reconnected.

The Company shall not be obligated to provide service
at. a service location until any required deposit or
guarantee of payment has been received by the Company
in accordance with the "Ru1es and Regulations
Governing Customer Relations of Gas, Electric, and
Water Public Utilities under the Jurisdiction of the
Idaho Public Utilities Commission" at.tached and
referred to herein as Ut,ility Customer Relat,ions
Rules (UCRR) .
Special contracts may be required where large
investments in special facilities are necessary to
provide t.he requested service. The Company may
require contribution toward such investment and
establish such minimum charges as are deemed
necessary. A11 such contracts are subject to the
approval of the Commission.
The Company reserves the right to place limitations

supply and to refuse service to new Customers if, in

If the system is metered, the Company shall try to

7.3 The Company is responsible for the ,maintenance of its
metering equipment. Meters are considered to be
sufficiently accurate if tests indicate that meter
accuracy is within ! 2 percent. When for any reason
a meter fails to register within these limits of
accuracy, the Customerrs use of water will be
estimated on the basis of available data and charges
will be adjusted accordingly. Corrected bills will
then be sent out to the customer and additional
payment or refund arrangements made in accordance
With UCRR.
7.4 The Company reserves the right to test and/or replace
any meter. Upon deposit of a "Meter Testing Fee" by
a Customer, the Company will test the Customer's
meter. If the test indicates that the meter
over-registers by more than 2 percent, it. will be
replaced with an accurate meter at no cost to the
Customer and the "Meter Testing Fee't will be refunded
and water bill-s will be adjusted in accordance with
UCRR
7.5 At the Company's discretion, unmetered Customers may
be converted to metered service if such transition
occurs in a planned, systematic manner without
unreasonable discriminations and if the Company has
an approved metered rate.

other devices without notice to the

Customer's plumbing in a place always accessj-bIe and

A11 persons having boilers, water tanks or other
equipment. supplied by direct pressure from the
Company's mains should instal-I a pressure relief
valve, ot other device to serve the same purpose, so
as Lo prevent excess pressure from forcing hot water
and/or steam back into the water meter and mains of
the Company. A11 damage to the Company's property
resulting from failure to properly equip Customer
plumbing with a relief valve shal1 be bi1led to the
Customer.
The Company is not obligated to perform any service
whatever in locating leaks or other trouble with the
customer's piping.
When the premises served by the Company is also
served in any manner from another water supply of any
kind, do approved backflow prevention device shal1 be
installed at the service connection. Wat,er service
for either stand-by or other purposes will not be
furnished until piping and connections are inspected
and approved by a representative of the Company.
Propert.y owners will not be allowed to connect the
water service of different properties together.
A11 of the Customer's service pipes and fixtures must
be kept in repair and prot.ected from freezing at his
or her expense. When there are leaking or defective
pipes or fixtures, the water may be turned off at the
option of the Company until the proper repairs are
made.

9.1 The service connection is the property of the Company

system is metered. The service connection transmits
water from the Company's water main to a valve or
meter box generally located near the Customer's
property line. A11 piping, valves or appliances
beyond this point are the property and responsibility
of the Customer.
9.2 The Company reserves the right to designate the size
and location of the service line, curbstop, meter

space which must be left unobstructed for the
installation and future maj-ntenance and operation

expansion and, in emergencies, may do so without

reasonable diligence and care to prevent interruption

Whenever an applicant desires service of a character
for which there is no available service
classification, a contract may be executed in lieu of
a tariff. Any such contract is subject to the
approval of the Idaho Public Utilities Commission.
The Customer is held responsible for any violation of
these Rules and Regulat.ions even though the breach is
committed by someone employed either directly, orj-ndirectly, by the customer.
Copies of the Company's rates and rules summary of
regulations will be available at. ut.ility's office;
will be provided to customers upon commencement of
service; and, will be provided to customers annually
in accordance with Utility Customer Refations Rules
(UCRR) and Utility Customer Information Rules (UCIR).
The Company allows one (1) hook-up per property. This
hook-up-aliows for ane residence onlyr one (1) live-

RICKEL WATER RECEIVES CERTIFICATE, IPUG APPROVED RATE SCHEDULE
Case No. GNR-W-96-2, Order No. 26876
The Idaho Public Utilities Commission approved an application by Rickel Water Co. to provide
service to six residential and one commercial customer near Athol, Idaho. The Commission also
approved the company's proposed rate schedule for usage and new connections.
Rickel Water Co. began providing service in October 1995. In January 1996, the company began
billing customers $30 per month for 15,000 gallons of water and $1.10 per month for usage in
excess of that amount. Connection to the system costs $6,000. Customers on the system reside on
lots of approximately lO-acres each.
The Commission's Order approves Rickel Water Co.'s rates and designates the company as a
public utility subject to the Commission's regulatory authority and all state laws pertaining to
public, investor-owned utilities.
The Rickel water system is located about l5 miles north of Coeur d'Alene at the intersection of
old U.S. Highway 95 and Brunner Road. Though it is currently serving just one commercial and
six residential customers, the system is capable of serving 35 customers. Because the company
does not have an extensive history, rates will be reviewed for "reasonableness" in one year
"(Commission) Staffbelieves it is in the best interest of the current and future customers ... to
take regulatory jurisdiction of this company as a public utility," reads the Commission's Order.
"Staffbelieves the Rickel water system is an adequate system, is well engineered and provides
good source water. No other utility is serving the area."
Wriuen Petitions for Reconsideration of the Commission's Order may be submitted by May 1.
