The dollar amount shown in thecolumn for over the 7500 gallons is understated for us and I would have to assume forother entries also.The entry for us is showing that revenue of $131.97 would have been collected. This isincorrect; the real cost to us would be $146.00.
It appears they arri ved at this figure by adding the two metered year totals and
subtracting the 7500 base usages times 12 and then used the remainder to calculate the
overage at $.50 per 1000 gallons. While I concur that it's been purposed to combine the
two-metered totals prior calculating the overage , this would only be done for the months
of the watering season. I haven t seen anything that would indicate the Diamond Bar
Estates Water Company is purposing to bill at the end of year rather than the current
monthly billing cycle.

The Company appears to have concluded this is only because it iscurrently on a trailer and is therefore mobile. The Company now has plans to build permanent location for the generator thereby eliminating the mobili ty and wants the fullrecovery cost of the generator and building. I would like to remind the commission thatthis generator location si te is going to be on the Double T Mule Ranch , private property
outside of Diamond Bar Estates. This well also supplies the Double T Mule Ranch it'
water. When the power goes out and the generator is in fact used , two parties are going benefit , not just one.
We would further recommend to the commission that before any cost are allowed that the
generator be actually proven that it works.
The Company would like to include an estimated amount of $4 , 000 in accounting and legal

on assumptions of what might happen.
We are still in favor of the combined meter rate of $21.00 base charge for the first 7 , 500
gallons and the $0.50/1 000 gallon for each gallon thereafter.
We are not in favor of a flat rate charge for irrigation. We feel that the cost would be
based on the high volume of water used by a few and the low water user would besubsidizing their usage.
We are also not in favor of ownlng this water system. We would become , as Mr. Turnipseedstated, a reluctant owner.
