Dear Mr. Salois:
Thank you for providing us with notice of your intent to restructure your current water system and create a customer controlled form of organization.  This office unfortunately is unable to assist you in restructuring such a system and can provide you with no information regarding same.  It is my recommendation that you consult with legal counsel.  Please do so expeditiously and inform this office of a proposed time line for completion of restructuring.  Alternatively, you now have approximately 60 days in which to file an application for a Certificate.  Again, I regret that this office cannot provide you with the legal assistance that you need in accomplishing a restructuring of your water system operation.
