Comment: "Dear Public U�lity Commission,

Falls Water has requested nearly a 50% increase with a stated profit of around 7%. I've heard that
Rockwell Homes purchased Falls Water and that is why the rates are increasing. Regardless of that,
u�li�es tend to have lower rates of return because they have a guaranteed customer base. It seems that
u�li�es tend to have rates of return in the 3% range. This request for increase seems like it is over the
top and miss-managed.
