Comment: "I cannot understand the basis or jus�fica�on for this large increase.
Examining the applica�on. there are a number of recent and non-recurring costs, one-�me expenses
,capital expenditures and water rights stated in the tes�mony of Scot Bruce that are ques�onable and
seem to be somehow included in jus�fying the increases ( or rate "levelling") in the present 2023 plus
revenue needs.
These include :
Office building and land $924,000
Water rights totalling $738,450
Distribu�on projects $630,871
Office furniture $264,974
Well improvement $1,153,000
Total: $ 3,711,295

There may be other items but the presenta�on is not clear.

It is not possible ( partly because of the illegible small print ) to discern what accoun�ng and cash flow
model is being used to jus�fy and reclaim these expenditures . Some major part should preferably be
recovered from new customers who also benefit from the low connec�on fees.
It is not clear how these expenditures are jus�fied and why present ratepayers should be paying for
them ( especially assuming they had exis�ng rights and supply) .

It is asked that the PUC cri�cally examine this applica�on further and specifically address these topics,
disallow some items, and deny the increase in its present form.

Comment: "Falls Water rate hike is absolutely ridiculous! For me it is a 51% increase. Who does that!!
Wish my Social Security would go up 50%... My water bill is going to be a damn car payment now! Do
not let this happen!"
