On May 12, 2023, Falls Water Co., Inc., (“Falls Water” or “Company”) applied to the
Idaho Public Utilities Commission (“Commission”) for authorization to raise the rates it charges
for water service. The Company filed a corrected Application on May 15, 2023 (“Application”).
The Company requested an approximate 47.3 percent increase in revenue collected and a 7.71
percent rate of return. Application at 2. The Company requested a July 1, 2023, effective date. Id.
at 4.
On June 5, 2023, the Commission issued a Notice of Application, Notice of Suspension of
Proposed Effective Date, and Notice of Intervention Deadline. Order No. 35806. No one
intervened.
After conferring with the Company, Staff proposed the Commission issue notice of a
virtual customer workshop, and establish public comment and Company reply deadlines.
With this Order, the Commission issues notice of a virtual customer workshop, and
establishes public comment and Company reply deadlines.
NOTICE OF VIRTUAL PUBLIC WORKSHOP
YOU ARE HEREBY NOTIFIED that Staff will hold a virtual, public, informational
workshop on WEDNESDAY, AUGUST 16, 2023, starting at 6:00 p.m. (MDT) and ending
after all customer questions have been answered. The purpose of the workshop is to provide
the public with an overview of the Company’s Application. At the start of the workshop, Staff will
present the Application. Following the presentation, the public may ask Staff questions about the
Application. To participate over the phone, please call 1-415-655-0001 and enter meeting
number 2630 606 3424 when prompted. To participate online, please visit
idahogov.webex.com, and enter meeting number 2630 606 3424 (no spaces between numbers).

Then, click on the green “Join” button. At the next window, please enter your name, e-mail address

YOU ARE FURTHER NOTIFIED that any person needing special accommodations to
participate in the workshop noticed in this Order should contact the Commission for assistance.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter, and it will review the case through written
submissions under the Commission’s Rules of Modified Procedure Rules 201-204 of the Idaho
Public Utilities Commission’s Rules of Procedure, IDAPA 31.01.01.201-204. The Commission
notes that Modified Procedure and written comments have proven to be an effective means for
obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why they support or oppose the Application.
Persons who would like a hearing must specifically request a hearing in their written comments.
Persons shall have until October 12, 2023, to file written comments. Comments must be filed
through the Commission’s website or by e-mail unless computer access is unavailable. To
comment electronically, please access the Commission’s website at www.puc.idaho.gov. Click the
“Case Comment Form” and complete the form using the case number as it appears on the front of
this document. To file by e-mail, the customer must e-mail the comments to the Commission

YOU ARE FURTHER NOTIFIED that the Company must file any reply comments by
November 2, 2023.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set, the Commission will consider this matter on its merits and enter its order
without a formal hearing. If written comments are received within the time limit set, the
Commission will consider them and, in its discretion, may set the same for formal hearing.
ORDER
IT IS HEREBY ORDERED that Staff shall conduct a workshop on WEDNESDAY,
AUGUST 16, 2023, starting at 6:00 p.m. (MDT) and ending after all customer questions have
been answered.
IT IS FURTHER ORDERED that the Company’s Application be processed by Modified
Procedure, Rules 201-204. Persons interested in submitting written comments must do so by
October 12, 2023. The Company must file any reply comments by November 2, 2023.

IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary. Rule 14.02. Service between
parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
