COMMENTS
Falls Water Co., Inc. ("Falls Water" or "Company") files the following comments in
response to the comments filed by Commission Staffon October 30, 2019 ("Staff Comments").
Falls Water agrees with Commission Staff s recommendations that the Commission
approve Falls Water's acquisition of the water business assets of Taylor Mountain Water and
Sewer District ("Taylor Mountain") and that Falls Water's certificate ofpublic convenience and
necessity be amended to include the area served by Taylor Mountain. Falls Water appreciates
Commission Stalfs research and review in this proceeding, especially in light of it being
somewhat complicated by Taylor Mountain's history: it was first a regulated utility, then a
special-purpose Water and Sewer District, and is now proposed to become a regulated utility

Falls Water also appreciates Staffs support to maintain the current basic rate charge and
commodity charge. The Company believes that Stafls recommendations regarding non-
recurring charges are reasonable for the purpose of this proceeding. Falls Water will provide
notice to customers, as recommended by Staff, and, upon closing ofthe transaction, will work
with Staffto revise Taylor Mountain's rate schedules and other documents by incorporating
them into the Falls Water tariffand documentation.
