WIRELESS TRAFFIC EXCHANGE AGREEMENT BETWEEN TDS
TELECOMMUNICATIONS CORP. AND CINGULAR WIRELESS LLC;

BACKGROUND
Under the provision of the federal Telecommunications Act of 1996, interconnection
agreements must be submitted to the Commission for approval. 47 U.C. ~ 252(e)(1). The
Commission may reject an agreement adopted by negotiations only if it finds that the agreement:
(1) discriminates against a telecommunications carrier not a party to the agreement; or (2)
implementation of the agreement is not consistent with the public interest, convenience and
necessity. 47 U.C. ~ 252(e)(2)(A).
CURRENT APPLICATION
On September 26 2005, TDS Telecommunications Corporation ("TDS Telecom ) as an
agent for Potlatch Telephone Company, Inc filed an Application for Approval of Interconnection
and Wireless Traffic Exchange Agreement with Cingular Wireless LLC, on behalf of New
Cingular Wirelss PCS , LLC ("Cingular ). This Agreement sets forth the terms, conditions and
pricing under which the parties agree to provide interconnection for use by Cingular only in
association with Commercial Mobile Radio Services (CMRS) and the compensation for the
exchange of traffic between the parties.

STAFF ANALYSIS
Staff has reviewed the Application and does not find that any terms or conditions are
discriminatory or contrary to the public interest. Staff believes that the Agreement is consistent
with the pro-competitive policies of this Commission, the Idaho Legislature, and the federal
Telecommunications Act of 1996. Accordingly, Staff believes the Agreement merits the
Commission s approval.
