RE: Response to Leonard Koch Complaint
Case No. FLS-W-12-02
Leonard Kochs property at 4335 N Ammon Rd. is a parcel of ground about
1.5 acres in size. The land is currently being rented out with a single-wide mobile home
on the property which is served by a private well for water.
Falls Water was asked by Mr. Koch to provide one water service line to the
property. Upon evaluating the property, Falls Water made the assumption that because
of the size of the property and there was already water servicing the property, the new
connection was for the purpose of subdividing the lot into two parcels for a second
dwelling or mobile home.
We now understand the service is for the single-wide trailer currently on the
property, which had been paying for water service from the neighbors well. The service
connecting on to the system is to replace the shared well water service.
At this time we feel the appropriate fees for a new water service connection
to Mr. Koch's property would be:
1.3/4" Meter Hookup $500.00
2.Service Connection Estimate $2,500.00
Under 9.3 of the Installation of Service Connections it states:
"Where a service connection is desired for the premises on which there is no
permanent structure, the Company will install a service connection to said
premises only upon the payment by the applicant of the estimated cost of said
service connection..."

According to Bonneville County Planning and Zoning, a Single Wide Trailer is not
considered a Permanent Structure unless it sits on a Permanent Foundation, which Mr.
Kochs trailer does not.
We will also waive the Service Connection Estimate if Mr. Koch has a
Qualified Licensed Contractor install the service line from the main line to the lot with an
approved Meter Box and Inspected by Falls Water.
We apologize for any confusion, and look forward to being able to serve Mr
Koch with water.
