I have looked over this application to increase our water rates and I think that the way
that they stated it in the letter that came in the mail is deciding. They make it sound like
we are only getting a 26% increase which is huge any ways but they didn't mention anything
about changing the base charge from 12000 gallons to S000 gallons. They are just hoping that
people won't look into it. In looking over the financial information that was provided I feel
like there is some horrible spending habits. On line 33 it says property rental of 49,696. If
that is truly what they are paying to be in that building every year they need to look for
another piece of property. I know there there is a building in the same development for sale
for only $200,000. At the amount they are paying now they could own there own building in a
few years. I think there are some places to save some money. It makes me mad when these
utility companies think that they need more money they can just go to the patrons and expect'
us tò pay it. I can tell you that in my house hold there has not been a pay increase in years
and there won i t be one in the years to come so where do I go to get the money to pay them. I
can't just pass it on down the line. I can't just send out a price increase to my employer
and expect more money. I have to adj ust my budget and make changes. That is why I bring up
the building. They could go lease or buy another building for half the about that they are
spending now. Lets cut some of the waste and see where where we can save rather than just
passing on huge increase to the people that keep us in business.

I would like to formally submitt my opposition to falls waters request for a rate increase.
There are several questions that I believe need to be clarified. First, is use of current
funding. After a quick review of the financial statements it appears that there is a large
portion of the funds being used for equipment and building rental. Are those services being
obtained at current market rates? Also, would the public be better serviced by putting those
services out public bid. Secondly, Employee salaries and benefits; is there a way to cut in
those areas and still maintain jobs? If there is truely a deficit occuring from year to year.
As patrons our expectation is that management will make every effort to manage the company
more efficiently before resorting to price increases.
As it stands the current application does not address proper use of funds
The other item that abosolutely needs to presented to the public before this rate increase is
passed is a correct representation of the actual price increase. The price increase should
be presented not only as a product of the percentage increase but also as a product of the
reduction in the base gallons allowed per month. This calculation should be presented as an
average during peak summer months and nonpeak winter months. The application for price
increase is very vague and uninfromi ti ve.
Please keep in mind that most patrons are living pay check to pay and with the increases that
we are seeing in power, fuel, and natural gas adding simply adding to the burden is
unconscionable.
