On January 30.2012,Falls Water Company applied to the Commission for authority to
increase its total revenue requirement by $295,059.75,or 26.52%.Application at 1,4.With this
Order,the Commission schedules a public informational workshop on this matter in Idaho Falls,
orders that the case proceed under Modified Procedure,and schedules a public hearing.
BACKGROUND
With this Application,the Company proposes to increase its metered rates and reduce the
included maximum gallons allowed as follows:

Id.at 2 and 4.The Company says the average 3/4”metered-customer’s bill will increase 26.8%;the
average 1”metered-customer’s bill will increase 24.3%;the average 1 1/2”metered-customer’s bill
will increase 26.1%;the average 2”metered-customer’s bill will increase 27.8%;and the average 4”
metered-customer’s bill will increase 28.1%.Id.at 4-5.The Company says its proposal decreases
the ratio of base charges from 66%to 65%and increases the ratio of commodity charges from 34%
to 35%.Id.at 5.The Company also says the proposed rate design will produce $1,407,749.70 in

revenues,which is within $78.59 of the $1,407,671 .11 revenue requirement.and that the average
customer’s bill will increase by 26.8%.Id.
In Order No.32467.the Commission issued a Notice of Application,set a March 7.
2012 intervention deadline,and suspended the Company’s proposed rates for a period of 30 days
plus five months.No one petitioned for intervention.Accordingly,the only parties to the case
are the Company and Staff.
Pursuant to the Commission’s direction.Staff and the Company reached agreement
on how the case should be processed and on a proposed schedule.The parties recommended that
the rate case be processed under Modified Procedure with the Commission holding a public
hearing in Idaho Falls.The parties proposed and we adopt the following schedule.

YOU ARE HEREBY NOTIFIED that Commission Staff will hold a public workshop
for the Company’s customers.The purpose of the public workshop is to provide customers with
an overview of the Company’s proposed rate increase and dispense information.At the
workshop,customers will have an opportunity to ask questions of Staff regarding the Company’s
rate case.Representatives of the Company may also be available.Staff will hold its public
workshop on TUESDAY,APRIL 10,2012 AT 7:00 P.M.AT THE AMMON CITY
COUNCIL CHAMBERS,2135 S.AMMON ROAD,AMMON,ID 83406.
YOU ARE FURTHER NOTIFIED that the Application.supporting workpapers,and
exhibits have been filed with the Commission and are available for public inspection during
regular business hours at the Commission offices.The Application and workpapers are also
available on the Commission’s web site at by clicking on “File Room”and
then “Water Cases.”

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter,and that the Commission will
proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public
Utilities Commissions Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission
notes that Modified Procedure (with written comments)and a public hearing have proven to be
an effective means for obtaining public input and participation in cases of this nature.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by June
15,2012.The comment must contain a statement of reasons supporting the comment.Persons
desiring a hearing must specifically request a hearing in their written comments.Written

YOU ARE FURTHER NOTIFIED that all workshops and hearings in this matter
will be held in facilities meeting the accessibility requirements of the Americans with

assistance in order to participate in or to understand testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other assistance at the hearing.
