I am a customer of Falls Water Co., and have been since 4-05. My
husband and I are senior cit~zens, on a f~xed income. The present
rate for water is "reasonable", but to raise it, I don't find
feasible for us. We could let the trees and grass die (which we
are j.ust getting established on a new lot) or the water company
could find an alternative to raising our rates.
One suggestion is to make the construction companies put a meter on
their wa ter trucks and pay FOR THEIR WATER LIKE WE DO. Each one
of the construction water trucks haul a heck-of-a~lot of water and
how many loads a day? ?? Any truck not using a meter should be fined
a hefty dollar amount. I understand Madison .CountyjRexburg chargethe cons true t ioncompaniesf or the water THEY tise. They don't have
any expense in drilling, etc. for the water. Some of them takewater out of the canals, maybe they should pay for that, too 1 ! !
Every time I think I have found a way to save some money on my
budget for medication, utilities, etc., I get hit with a raise
to fees or rates. Our income only goes so far and there is no
"raise" like others. We get the raise of water, sewer, power, etc.
and the developers just keep adding houses and buildings to uge
these services. WHY DON'T THE DEVELOPERS ADD THE EXPENSE OF THE
USILITIES TO THELR SUBUIVLSIONS?1 They are the ones making money
on each one. We were here long before a lot of the subdivis~ons
in our area (allover Bonneville County) and we get the added
expense of the utilities.

I can i t believe Falls water wants to raise prices again. The way this is done is
discriminatory. They should have everyone on meters. This would make everyone pay for the
water they use. My wife and I are on a fixed income and we can i t afford to buy other peoples
water just because they don't have a meter. There isn r t even a drought this year to blame
their greed on. The answer would be charge everyone $22.58. I would bet if everyone had a
meter they would make enough that they could cut the rate.

I am strongly apposed to the proposed rate increase. In the past 5yrs the rates have more
than doubled and the amount of usage has decreased. It is incomprehensible that at this time
and the way the economy is that you can even consider this proposal.

I am in opposition to any rate increase until Falls Water amends the way they take readings
on our water usage. Falls Water physically reads the meters in the summer when they know that
customers will probably go over the 12~000 gallons they are allotted each month and they do
not read the meter in the winter months when they know everyone will be under the usage
guidelines. I pay my water bill up one year at a time~ in my point of view I should be
allowed 144~000 gallons of usage before I owe any more money to Falls Water and because of my
low usage in the winter I would have enough i rollover i gallons in the summer to cover any
overage of the 12~000 gals i am allowed. Because of the way they read the meters( which the
consumer cannot monitor on their own as they use only radio transmitting meters) they do not
give us what we pay for. if I pay for 12~000 gallons this month and only use 7 ~000 I should
be given credit for the unused gallons either through a i rollover' program or i should be
reimbursed at the end of the year for the water I did not use. Falls water should also read
the meter 12 months a year to develop a true usage history for their customers and any new
rate should be adjusted to reflect that particular customers usage, and I also want Falls
water to provide their customers with a way to read our meters~ my electric and gas meter
both have a readable gauge so I can adjust my usage accordingly why not my water. I don 't
believe Falls Water deserves or needs to increase our rates until they reevaluate the way the
charge and treat their customers and be a morally responsible and honest company.

I am opposed to this increase~I feel that this is to much 14% is out of line with the way
everything is now with jobs cut hours getting cut I feel this should wait until things get
better. I will no longer be getting a pay increase for the next three years.
