1. There would be a decrease in the amount of water in the minimum billing charge, from20,000 gals to 15,000 gals per month , 8,000 gals per month in the summer months.2. There would be an increase in the amount they charge for the unit, from $11.50 to$15.50, ($12.75 summer usage).3. The summer over usage gallon units would go from 10,000 to 8,000.4. The charge for over usage gallon unit would also increase.
While we seldom meet current minimum usages in the winter, early spring, and late fall,
other times of the year we exceed the minimums. Reducing the minimums will put our water
usages significantly over, with considerable extra fees. By reducing the minimum usages
for both winter and summer periods even makes this proposal more offensive. If Falls
Water Company is allowed these proposed changes, or some subset of them, they should be
required to average usages over a year period, thus charging us for a yearly gallonallotment. This would allow us to use what we pay for before being required to pay for
overages that only occur during the summer months (under the new proposal, overages may
occur even more often).
The actual current winter usage allotment is 20,000 gal per month ~ $11.50. If a customer
only used 10,000 per month the actual cost is $1.15 per 1000 gallons. With in increase to$15.50 per month (15,000 gal per month min.) the same usage will actually cost $1.55 per
1000 gallons. A 74% increase during the winter months. If the same customer uses an
additional 10,000 gallons per month during the summer months, i.e. 20,000 gal per month
(the winter minimum) the actual cost, under the new proposal will be ($12.75 / 8000 gal
= $1.59 per 1000 gallons, plus an additional penalty on 12,000 gallons per month usage.
Under both the current plan and the proposed plan, we pay for what we do not use during
the low use months, and then pay extra in the high use months when we exceed the minimum.This is not an equitable system, and it is not something we have control of. We can not
shop the free market for more favorable water costs!
The overall percentage increase of 76.1% (from Falls Water letter) for the average metered
residential customer is very excessive. And, only raising the non-metered customer by
10%, makes this proposal strongly appear as favoritism. In addition the non-metered
customer can use any amount of water without additional charge.
We understand that some improvements to the system are needed and some cost adjustments
may be justified. Some of these required funds should be received through increases inadditional customer base. However, what is being requested seems to be excessive, and
could place undue financial burden on users in the water district.
Please do not approve the Falls Water Company s proposal in its current state.
