Comment description: When was the last time anyone got a 64.7% increase in our wages? How
do they expect people on fixed income to pay their utility bills? Falls water provides
service to a lot of retired and minimum income customers. Right now we get 20,000 gallons
of water for the minimum charge they want to reduce it to only 8,000 gallons and then
charge us $0. 85/thousand gallons in excess of 8,000 gallons. NO ONE will be able to afford
to water their yards, do laundry, or maybe even take a bath. People will be forced to
decide if they want to eat, buy their medicine or pay their utility bills.

Complaint description: Falls Water has asked for a rate increase. This increases is over
100% increase. Their letter to us says it would be about 65% increase. Their figures are
wrong. In the summer, I now get 20,000 gallons for $11.50 and 41 cents for each additional1000 gallons. Their new proposal says I would get 8,000 gallons for $12.75 and then 85
cents for each additional 1000 gallons. So 8,000 at $12.75 plus 12 X 85 cents = $10.20 (to
get to our original 20,000)= $22.95 for our 20,000 gallons we now get for $11.50. Pluseach additional 1,000 we use goes from 41 cents to 85 cents which is more than double. I am
not opposed to a hike to stay in business, but this hike is robbery. Please approve a morereasonable rate.

Complaint description: I think the preposed increase in water rates is too high. FallsWater not only wants to increase the rates, but decrease the allowed consumption of
gallons of water in the peak months by more than half. If I would have known that by only
living a couple blocks away I would be on City of Ammon water and not Falls Water, I would
have picked a different house. There is no way that we should have to pay hundreds of
dollars in the summer to water our lawns when City customers only have to pay about $20 amonth. I already had a bill of $70.00 last summer when I planted my grass and that is
when the allotted amount was at 20,000 gallons. I would hope that you would not let Falls
Water lower the summer allotment to 8,000 gallons.

Comment=descriptIon: I recently received a notice in the mail concerning a proposed rateincrease for Falls Water. After I received the notice I called Falls Water to discuss it
with them and found out their issues with a small water system, small number of customers,
and economy of scale costs. I understood the issues Falls Water is having, however when
you compare costs of delivering water in this local area it seems that the proposed
increase is out of line. The request would increase water costs to the residential
customer by nearly 65%. Falls Water has also requested and obtained increases in the
recent past. They have been averaging a 10 to 12% increase per year over the past few
years. A rate that seems high compared to increased rates of other utili ties, inflation
rates, or increased rates of other local water utilities. My water bill, for the three
warmest months of summer, is already at $50 to $100 per month. If the proposed increase
is awarded it will more than double the costs for water. That seems to be an incredibly
high price for water, especially when you consider Idaho Falls and Ammon (both admittedly
have a larger customer base) can deliver water at a flat rate of from $15 to $20 permonth. I discussed the costs of water with an individual who lives in an Idaho Falls
neighborhood with around 16 homes and they have a community well. The lots are 1 acre andthey maintain the system themselves. I learned that their break even costs to run thewell is about $15 per month. They can charge themselves more than that to pay for
maintenance costs and the monthly costs can range from $15 to $30. I live on .7 acres andpay anywhere from $11.50 to nearly $100.00, and if the increase is approved it will be at,
or over $200.00 per month in the summer. I am certainly willing to pay a fair price for
water but the prices I am paying now seem high and the proposed increase seems incredible.
