Comment:I am very concerned about Suez water purchasing Eagle Water Co.
Eagle water is superior to Suez and without a doubt the quality will decline.
235%increase?For what? There is no need for upgrade.Wasn't an upgrade recently done in the past years? To charge
us for upgrade is unfair.
Selling to a foreign entity is a bad deal for Idahoans.Surely there are American establishments that can purchase our
precious water.
I understand the owner of Eagle Water wants to sell but this is impacting thousands of concerned citizens.Surely there
can be a pause on this until a better, safer solution can be determined.

Comment:In regard to the sale of this utility we are against it.The water in Eagle should not be control by a big business
that will scam the public of Eagle and hurt small businesses from coming to grow here.I hope this board uses good
judgement on this case.

Comment:To Whom it May Concern,
Althoughthis is a private sale it should be reviewed carefully. As consumers we don't have choices of providers.Anyproviderthathasacaptiveconsumerbaseneedstobecarefullyregulated.
I think regular reviews need to be written into any licenses and documents.Any excess money amassed by estimated
readings should be repaid or credited to consumers at payday loan rates.
Please do your duty as public servants and protect the consumers.Do not be lazy and just rubber stamp this sale.
Sincerely,
Dave and Beth Lindsey

Complaint:Please protect our water rights with Eagle Water and keep ownership local. We are not
interested in outside parties coming in a buying our local resources and raising our rates. When
ownership stays local they will be more likely to work with us on issues than a company with its
headquarters outside of the state. Please consider not approving the sale to Suez.
Thankyou.

Subject:Comment referenceSuez acquisition of Eagle Water Company
Dear Commissioners;
Thank you for takingtime to review my comments.Undoubtedlyothers have offered views related to
the proposed acquisition of Eagle Water Company.
As a satisfied customer of Eagle Water CompanyI am not pleased that a change in ownershipis
being considered. However,I understand the reasons for such an ownershipchange.
Forgive me if do not follow a particular protocol, submittingsuch comments is not an action I do
frequently.
First, the proposed rate structure by Suez seems to be putting the cart before the horse. At present
the only reason Suez may desire to raise rates would be to feed the additional executives,vs.Eagle
Water Company.
I just received a post card from Suez toutingtheir generosityfor Ada County and the State of Idaho. It
is my understandingSuez is owned or a subsidiary of a non U.S.enterprise.If that is the case I see
no information about what monies leave our continental borders. If that is indeed the case how does
that enhance our services ?
The sale is most likely inevitable, however,I can only hope The Commissioners would apply the
brakes to the proposed rate hikes. It is true we have enjoyed relativelylower rates for water use,but
customers should not be penalized. Many of the areas impacted by the proposed ownershiptransfer
are established subdivisions with large green spaces and active Home Owner Association's (HOA's).
Each homeowner within those HOA's will undoubtedlypay additional HOA fees plus additional for
their own water.
No doubt Suez will ask to expandin the future. The existingcustomers should not be the sole funding
source for any expansion. The employmentof impact fees and other creative means should be on top
of the funding list.
Finally,I have heard from presentand previouscustomers of Suez that quality of product is at time
questionable.Perhaps DEQ should be broughtinto the mix to address any history and what
regulatorysafeguardsare in place.
Again, thank you for your time in reviewing my comments.
Sincerely,
Ed Rankin,Eagle Springs Subdivision
