Comment:I would like to state that I am not in favor of the SUEZ acquisition of Eagle Water Company.Suez has a firmly
established track record of having higher-than-average water prices in the Treasure Valley.They tout their online bill-pay
and other technology as great benefits that newcomers to the Suez umbrella will receive,but those pretty negligable
"benefits"come with the hefty price tag of an eventual tripling or more of monthly water bills.I have to wonder at this.
With economies of scale,shouldn't the larger company or merger create a DECREASE in the cost of doing business,
which would then be passed along to the end consumer?A larger company has centralized operations and large scale
systems in place that should create a lower per-unit-output cost of doing business,so why is the big company,SUEZ
Water,more expensive than the smaller or city-run companies that don't have the same benefit of scale??Answer:
Because they can be.Please don't allow SUEZ to acquire more water rights in the Treasure Valley.

Relinquishing control of our water systems to an internationalcorporation is unsettling.We understand the need for
FAIR pricing of our water system and usage,however 200-400%increases are unreasonable -Especially if the IPUC
played some part in keeping the current owner from being able to cover his costs and keeping our rates artificiallylow.
Please consider a "waiting"period to allow the City of Eagle and its citizens to discuss other options before making your
decision.

am a senior citizen on a fixed small social work pension and feel that level of increase is excessive,punitive and offensive
to those of us currently with the Eagle water company.I called Suez and they confirmed that rate was accurate and alltheycouldsaywasthattheircompanymonitorswater24/7 and provides other billing services etc.If I look at my largest
water bill last summer which was approx $75 and add the 204%increasethat means in the hottest summer months mynewbillwouldbeover$300 for the same usage and now I have a computer system monitoring my water for anadditional$225 a month.I am attemptingto be water wise,added decorative rock to portions of my yard and shut offsprinklerheadstomanagewaterbetterbutwhenwehaveover100degreeweatherwehavetokeepourtreesandlawnsalive.This rate increase is not affordable to me and I imagine it is not affordable for most regular citizens.If the
Eagle Water Co must be sold please look at other buyers.The city of Meridianis a neighboring city and their consumers
are not being gouged.I have acquaintances who have water with Suez in Boise and feel over burdened by their unfair
water bills.Please do not make Eagle suffer the same fate.If utilities are raised over 200 %most of us can not afford tokeepourhomesinthefuture.Please consider asking for additional buyers,or capping rates at 10-20%increases verses204%.I.m sure Suez has great pride as "a global Leader"but they are doing it on the backs of consumers who don't haveanyotheroptions.Please give Eagle residents other options and consider the hardship that this will inflict on manyseniors,limited income citizens etc.Please do not allow this deal to go through as it is today.

of the consumer or the water supply system.For the Commission to consider this purchase agreement,the rates the
consumer will be forced to pay must be taken into consideration and the rates must be reasonable.Suez Water's
proposed rate increase is not reasonable.Asking for an almost 300%rate increase for residential consumers and almost
400%for commercial consumers is simply not a reasonable rate increase.The fact that other consumers in the Suez
Water consumer base pay more is not a justificationto raise the rates in Eagle in an unreasonable manner.
Suez Water is also known for adding heavy chlorine to their water system,which would have a huge negative impact on
the current water Eagle residents receive.Eagle Water Company provides excellent service,fantastic water,and at a

Comment:I can think of only 3 reasons to approve the sale of Eagle Water to Suez:
1.To provide the service at a lower cost:The acquisition by a larger more efficientcompany should result in a lower cost
to the consumer.Obviously this would not occur as Suez is already banking on a 204%increase in residential rates overthenext3yearsasindicatedintheirmailingtoEagleWatercustomers.This is intended to bring the current Eagle Water
customer in line with the rates being paid by current Suez customers as indicated by the case filing.This increase does
not seem to be based in the reality of actual costs.My question,is why Suez would need to charge me 4 times more todeliverthesameproduct?
2.Better service to the consumer:I have been and Eagle Water customer for 14 years and never have had a problemwiththedelivery,cost or quality of the product.Never!There is no way that Suez could provide a better serviceto me
because I am already 100%satisfied with my current provider.
3.To improve infrastructure:I am not aware of any unplanned or unfunded water project,so as far as I am concerned
this is a non factor.
To quote Suez Water mailer,
"Eagle Water Company assists would be interconnected with SUEZ facilities in the local area to benefit all
customers"
I do not see how charging me 200+%more,without providing better service and not improving the infrastructure for theproductisabenefit.

I am greatly opposed to this as I feel that our low costs are part of what makes Eagle,Idaho great.I do
expect that prices should increase over time as does the costs of any business,but 204%seems absurb.
I have also heard complaints that the water quality and customer service of Suez is not great,and that
their prices are much higher than any other city in Idaho.
I recommend that at least one more buyer be brought to the table,because the benefits that Suez is
offering do not outweigh the high costs and poor water quality.

After reading the notice from Suez regarding the application to purchase Eagle Water Company I have a great concern
that the water that is being provided by Eagle Water is not safe.If it is trulynecessary for Suez to do all the upgrades
they have outlined and increase the cost of the water by 204%for residential users.Why hasn't the PUC kept a better
eye on Eagle Water Company if things are so badly managedthere.
I moved from the Boise area eight years ago and was so happy to leave Suez behind.I haveyet to experience any of the
issues with water in Eagle that i experienced in Boise when served by Suez.I think Eagle Water Company should
consider selling to City of Eagle Water,I don't think we need to have the big corporation invade Eagle and jack our cost
of living up just for their profits.I know from experience the servicewill not be better than what we get today from
Eagle Water Company.

worth 204%more that Suez can offer or accomplish.They are a large corporation that,obviously,lacks any any
semblance of common sense or good judgement in terms of rate-setting.Our prior residence of 13 years was in Boise
where Suez increased rates to usury levels every summer with almost annual rate increases.My wife and I have been
Eagle residents for 17 years.During that time we have been completely satisfied with the quality of the water and the
service provided by Eagle Water Co.Anotherpurchaser having the well being of Eagle residents and their financial
futures in mind must be located.I would rather dip water out of the Boise Riverthan subject myself and my neighbors
to the level of greed exhibited by Suez.If no other buyers can be located Suez should be limited by the PUC to
increasing rates by no more than the annual rate of inflation.If they want Eagle Water Co.they must invest in Eagle,not
require Eagle to invest in Suez.
