Commission proposes United Water serve Eagle subdivision
The Idaho Public Utilities Commission is seeking comment on a proposed order that would allow United Water Idaho, Inc. to provide service to an Eagle development that is partially within United Water’s service territory and partially inside Eagle Water Company territory. (Eagle Water Company is privately owned and not the same as the City of Eagle’s municipal water system.)
Hillview Development Corporation, developers of the 48.5-acre Covenant Hill subdivision along West Floating Feather Road, wants the site served by only one water company. Eagle Water Company, according to the developers, has not been able to guarantee adequate service until it secures the necessary property easements to complete a water line to serve the subdivision. The developers maintain Eagle Water has not put forth the necessary effort to obtain the easements. Hillview is also concerned about a moratorium placed on Eagle Water by the state Department of Environmental Quality that prohibits additional connection to Eagle Water’s system until enough water is provided to meet minimum peak-hour demand.
United Water has informed developers that it has a well to the northeast of the subdivision and an existing water main along the subdivision’s north boundary. United Water estimates total construction costs to serve the new subdivision would be $164,807.
In its proposed order, the commission said Hillview’s request for a single water provider is reasonable and that United Water is capable to provide adequate service in a timely manner.
