Passaro 105 74 No. Cayuse Way Boise, Idaho 83714 Subject: Hearing at the Eagle Senior Center on October 12, 2005 regarding Eagle Water Company s request for surcharge or a rate increase. Since my wife and I will be out of town at the time of the meeting we would appreciate it if you would enter our opinion on this subject into the record. As we have written to you before it seems ludicrous that for years, meeting after meeting, study after study, kick the can down the road again, and still no permanent solution to the problem of lack of adequate water service. Now the bandaid fix of a 3 year surcharge followed by the possibility of another 3 year surcharge is proposed. Is there a reason that a permanent rate increase sufficient to provide Eagle Water Co. with the funds necessary to meet the demands of a continually growing population has not been allowed?? Do you believe that in three or six years growth will stop?? Or is your ultimate aim to drive the company out of business for lack of funds???? And while this charade goes on the burden of dealing with the problem of insufficient water pressure falls to the residents of this area. At the present time the water pressure is fine, but in three years as the bandaid wears out, the funds dry up and the population increases what new problems will develop?? Since it is obvious that the Commission is as big a cause of the problem as the company management the solution is simply either do something or get the bureaucracy out of the way so others can. /---/ / k II..r ~ '"'"" / t1 (../ fl. ~ ,./ /"" (' / -"/).""')'), ./ ...~/' . -\-.. - -J ~ c.
