CONDITIONS OF CONTRACT:
The customer shall pay the minimum charge only when the amount resulting from
applying the rates to the quantity of water used is less than the minimum charge.
minimum bill will be prorated whenever the customer has not been a customer
for the entire billing period and if the same customer has used less than the
minimum allowance.
