Comment: The letter from the Diamond Bar Homeowners Water Committee clearly states the problems with the
Company and the water pumps. It convincingly makes the case, I believe, the pump repairs should not be included in
the rate base.
This is further enforced by a document on the PUC's web site entitled "Why can't you tell them no? That document
states" ... the additional expense was l)necessary to serve customers and 2)prudently incurred .... "
The pump repairs were necessary to serve the customers BUT after the first the company's action in not fully
investigating the subsequent failures, requesting engineering reports etc. can not be deemed to be prudent.
Therefore the repairs can not be included in the rate base. The company must be forced to eat the costs from the
extraordinary rate of return recommended by the staff.
