How is this proposed rate increase determined to be only 87% when the monthly rate is
more than being doubled?
The statement made page 6, under Rate Design; exhibit No. 10, second paragraph, "This
shift also smoothes the customers annual water cost over the year and decreases some of
the summer spike in their bills." In my opinion this is just playing a numbers game and
total ignores the fact the basic water rate would be increased by 138%. The yearly basic
cost would increase from $252.00 to $600.00. I can live with the "summer spike" in the
current billing. In my opinion the proposed monthly basic rate increase is excessive.
I understand that any business needs to profitable, but I have to question if this
proposed rate increase is a direct result of Diamond Bar Water Company expanding water
service to Boekel Estates Subdivision in year 2004.
