NOTICE OF PUBLIC HEARING
On April 13 , 2007, Diamond Bar Estates Water Company filed an Application to
increase the rates and charges for the water service it provides to its customers. The Company
requested an effective date for the new rates and charges of June 1 , 2007. The Commission
suspended the requested effective date and authorized the use of Modified Procedure to process
the Company s Application, setting a comment deadline of August 10, 2007. Order No. 30311.
A public workshop was held on June 20, 2007. Written comments were filed by Commission
, ., .
Staff as well as several customers.
According to the Company s Application it is seeking authority to: (1) increase the
water rates it charges customers by approximately 87.44%; (2) increase the fees for the first-time
installation of a meter to serve a new customer from $200 to $310; and (3) implement a new
customer connection charge of either $2 500 or $5 500 where a service line to the property does
not currently exist. According to the Company s customer notice it is proposing to increase the
base monthly charge for the first 7 500 gallons of water from $21.00 per month to $50.00 per
month. Additionally, the Company proposes to increase the charge for water usage in excess of
500 gallons per month from $0.45 to $0.52 per 1 000 gallons.
Commission Staff filed comments in this matter regarding its audit of the Company
and the issues raised by the Company s Application to increase its rates and charges. In its
comments Staff recommended, among other things, an increase in the Company s rates to $29.
per month with a commodity charge of $0.73 per 1 000 gallons of usage over 4 000 gallons per
month.

CENTER LOCATED AT 8037 WEST MONTANA STREET (CORNER OF MONTANA
STREET AND HIGHWAY 41) RATHI!R!IMJDAHO. The purpose of this public hearing

will be for the Commission to take the direct testimony of customers and interested members of
the public. Testimony will be recorded and made part of the Commission s formal record for
decision in this matter. The Company s customers and any other interested members of the
public are encouraged to attend and give testimony.
YOU ARE FURTHER NOTIFIED that the hearing in this matter will be conducted
pursuant to the Rules of Procedure adopted by the Idaho Public Utilities Commission. IDAP A
31.01.01.000 et seq.
YOU ARE FURTHER NOTIFIED that the Company s Application and exhibits, as
well as the comments of Commission Staff, have been filed with the Commission and are
available for public inspection during regular business hours at the Commission offices. The
Application and exhibits, as well as Staff's comments , are also available on the Commission
Website at www.puc.idaho.gov by clicking on "File Room" and then "Water Cases.
YOU ARE FURTHER NOTIFIED that all workshops and hearings in this matter
will be held in facilities meeting the accessibility requirements of the Americans with
Disabilities Act (ADA). Persons needing the help of a sign language interpreter or other
assistance in order to participate in or to understand testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other assistance at the hearing.
