FOR A CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE RESOLD LOCAL EXCHANGE TELECOMMUNICATIONS SERVICES. CASE NO. PCE-05- On April 19, 2005 , Pacific Centrex Services, Inc. filed an Application for a Certificate of Public Convenience and Necessity (CPCN) to provide resold and facilities-based local exchange service throughout the State of Idaho in the Qwest service areas. On June 16 2005, the Commission solicited comments regarding the Application. See Order No. 29804. No comments were received other than those submitted by Commission Staff. THE APPLICATION Pacific Centrex plans to provide (1) basic residential exchange service (e., local exchange flat rate, measured rate service, and operator assistance); (2) residential custom class features (e., call waiting, caller identification, call forwarding); (3) adjunct provider features (e., voice messaging), and (4) residential ancillary services (e., 911 , directory listing, directory assistance). Pacific Centrex intends to provide these services either using the services and facilities of other facilities-based carriers or, where economical, by obtaining access to the unbundled network elements (UN E) platform of the incumbent local exchange carrier. Pacific Centrex is a California corporation authorized by the Idaho Secretary of State to transact business within the State of Idaho. Pacific Centrex also has an in-state registered agent for service in Idaho. DECISION MEMORANDUM Pacific Centrex does not anticipate collecting deposits, and therefore requests a waiver of that portion of Commission Order No. 26665 that requires an escrow account be established. ST AFF COMMENTS In its evaluation of the Pacific Centrex Application, Staff determined the Company filing complies with the requirements of the Commission. See Procedural Order No. 26665; IDAP A 31.01.01.111 and 112 (Rules 111 and 112). Staff believes that the Company understands and agrees to comply with the Commission rules and requirements. Staff further believes that the Company possesses the requisite financial, managerial, and technical qualifications necessary to operate as a provider of telecommunications services. Therefore, based on its review of the Application, Commission Staff recommends approval of the Application for a Certificate and waiver of the escrow account requirement. COMMISSION DECISION Does the Commission wish to approve Pacific Centrex Services, Inc.' s Application for a Certificate of Public Convenience and Necessity to provide resold local exchange services in the State of Idaho throughout the service areas of existing local exchange carrier Qwest?
