CCHU did not submit a copy of its customer notice with it's application on 4/6/12 because
notice was not provided to the customers until 5/1/12. Further, the notice states no rate
increases have occurred since 1990, yet this EXACT same language was in the customer notice
of rate increase submitted March 16, 2005...
CCHU should be required to show evidence that continuing operational expense increases
warrant a commensurate rate increase prior to being granted a rate increase.
