RE:IDAHO POWER COMPANY'S ELECTRIC LOAD MANAGEMENT
RULE J PROCEDURES FOR CONTINUITY, CURT AILMENT AND
INTERRUPTION OF ELECTRIC SERVICE.
On April 1 , 2005, Idaho Power Company filed a tariff advice requesting revisions to the
Electric Load Management Rule J Procedures for Continuity, Curtailment And Interruption Of
Electric Service. Rule J contains the procedures that the Company takes when it must curtail
load in emergency situations. The revisions to the Procedures update the references to the North
America Electric Reliability Council (NERC) standards, revise the terminology for energy
emergency alerts , and specify additional actions to be taken during energy emergency alerts.
STAFF RECOMMENDATION
Staff has reviewed the Company s proposed revisions to the Procedures and believes that
they are not substanative. Moreover Staff believes that the Company s emergency response and
curtailment plan continues to comply with the provisions of Idaho Code ~ 61-532. This section
requires the Commission to approve curtailment plans. Staff recommends approval of the
Company proposed revisions.
