TO ) ESTABLISH A NEW TARFF RATE TO ) RECOVER PURCHASED POWER COSTS ) CASE NO. CAP-W-69-01 APPLICATION COMES NOW Capitol Water Corporation ("Capitol, "Applicant" or "Company"), holder of Certificate of Convenience and Necessity Number 239 and fies this Application to estblish a new taff rate to recover the Company's cost of electncity related to Idaho Power Company's Rate Schedule No. 55 "Power Cost Adjustment". Each year, Idao Power Company adjusts its Schedule No. 55 to recognize the change in costs of producing or purchasing power for its customers. Curently, Idao Power ha an application before the Idao Public Utilties Commssion (Commssion) in Case No. IPC-E-09-11 to increase its PCA rate on June 1, 2009 from 0.7864 cents per KWh to 1.4717 cents per KWh, an increase of 0.6853 cents per KWh. By Order No. 30762 in Case No. CAP- W-08-02 the Commission adopted a three (3) year average of electncity consumption to establish rates for Applicant. The average anua consumption used in that order was 1,454,401 KWh. This average electnc consumption when multiplied by the Idaho Power Co. increase proposed in its PCA rate produces an increase in cost to Applicant of $9,967.01 or a 13.02% increase in electnc power costs. Applicant expects its costs to review the Idaho Power Company case, determine its effect on Applicant and prepar and file this application to be $500. Applicant proposes to include these costs together with the e1ectnc power increased costs for APPLICATION CAP- W -09-01 1 recovery over a one (1) year penod. Applicant proposes to add a new provision to its Tanff Schedule NO.3 (Other Recurng and Non-recurng Charges) for a penod of one (1) year commencing July 1,2009 to collect tota revenue in the amount of $10,467 ($9,967 + $500). This increase in revenues represents 1.675% of the tota revenue requirement authonzed by Order No. 30762. Applicant will in each subsequent year, review the Idaho Power Company PCA applications and make its own appropriate applications to the Commission to pass though any increases or decreases in e1ectnc power costs to customers. Applicant proposes an effective date of July 1 rather than the June 1 proposed effective date of Idaho Power Company's rate change. Applicant will not expenence the increase in cost until bils from Idaho Power Compay for servce in June are received and paid in July. Enclosed is a copy of the Company's curent approved Schedule NO.3 in legislative format that shows the addition of the new "Purchased Power Cost Adjustment" provision under the "Recurng Charges" section of the schedule. Also enclosed is a new Schedule NO.3 for the Commission's approval with an effective date of July 1, 2009. Capitol Water Corporation is informing its customers of ths application though a customer notice that will be included with customer bils to be mailed May 1,2009 and by a news release that is being sent to the Idao Statesman and the Idaho Business Review newspapers coincident with ths filing. Copies of the customer notice and news release are enclosed. City of Boise Franchise Fee: All customer bils wil be increased by 3% for payment of Franchise Fees assessed by the City of Boise. Department of Environmental Quality Fee: All customer bils wil be increased by $0.34 to collect the assessment required by the Idaho Department of Environmental Quality. NON~RECURRING CHARGES Applicable: To all customer bils Reconneetion Charges: A reconnection charge wil be assesed to any customer who has been voluntarily or involuntarily disconnected in compliance with the Idaho Public Utilties Commission's Uniform Customer Relations Rules (UCRR). Charges do not apply to customers who have been involuntarily disconnected for the convenience of the Company. Reconnection Charge The following "Customer Requested Service Calls" charges also apply. Customer Requested Service calls: During Normal Business Hours Other Than Normal Business Hours Service call charges wil be waived if the service call resulted in repair to Company's equipment through no fault of the customer. Normal Business Hours are 8:00 AM to 5:00 PM Monday through Friday excluding Legal Holidays recognized by Idaho State Government Ofices Returned Check Charge: In the event a customers check is returned by the Company's bank for any resaon, the Company wil charge the customer's account a reprocessing fee of Meter Testing Fee: Not Currently in Use.
