Why should Capital Water users have to pay for changes made necessary by the Ustick Road
widening project? Shouldn i t Capital Water be reimbursed by the ACHD?? It doesn i t seem fair
to pass these costs on to the users of Capital Water - I can' t believe it is even being
proposed to do this. Did Capital Water agree to this ahead of time and if so, why??
