RE:QWEST TARIFF ADVICE NO. 2005-03-S (SID2005-011) REQUESTING
COMMISSION AUTHORITY TO INTRODUCE ITS CONNECTIONS
GUIDE PROGRAM.
BACKGROUND
The Company is seeking Commission approval to introduce its new Connections Guide
Program targeting realtors, mortgage and moving company representatives and other move-
related professionals to market Qwest Local Basic Exchange Services to customers establishing
new service or who are moving their existing service to a new address.
DISCUSSION
Under the program, the Company plans to provide packets to participating realtors or
other move-related professionals who decide to participate in the program. The packets will
include mail-in coupons for a gift card that can be used for various purchases. The participating
realtors or other move-related professionals will be requested to distribute the Qwest
Connections Guide Mover packets to their customers who are in the process of moving or buying
a home.
Residential customers who move to a new address and establish local basic exchange
phone service with the Company will be eligible to complete and mail in the coupon for a gift
card. Upon receipt of the coupon and confirmation of service establishment, the Company will
send the gift card to the residential customer.

ST AFF ANALYSIS AND RECOMMENDATION
Staff assumes Qwest will elect to become deregulated in July after the new deregulation
law becomes effective. Under the new law, Qwest will no longer be required to seek
Commission approval for price changes associated with basic local exchange services. Staff
believes this promotional service is acceptable and given the narrow window of time for any
Commission action regarding this filing, Staff recommends approval with the requested June 2
2005 effective date.
