Comment description: An article in the Idaho Statesman (7/26/06) stated that " (ACHO' sJplan to widen Ustick Road also will require Capitol Water to replace a number of customer
service lines....If that is the case, it is entirely unreasonable that ACHO be allowed
to shift these costs associated with their project onto Capitol Water customers.
Those costs should be subtracted from Capitol Water s rate increase request and be
required to be bourn by ACHO, not Capital Water customers.
Many Capitol Water customers are already being adversely impacted by ACHO on this project.
They re facing loss of property along the roadway, more traffic and noise, and decreased
property values. In spite of their opposition to this, ACHO is apparently moving ahead
wi th thi s proj ect
And, now we learn that they re also partly to blame for our future water rate increasestoo.
I want to go on record stating that those costs

if Ustick Road is expanded

need to
be fully reimbursed to Capitol Water (and, hence, their customers) by ACHO. The road
widening is not a Capitol Water proj ect, it's an ACHO proj ect .
In your role overseeing our water rates, we re counting on you to make sure that ACHD' s
costs are not shifted to Capitol Water and their customers as part of your decision on
this case.
