The issues that I commented on in my initial correspondence to you via the U. S. Postal
Service still stand.
There certainly is a case for a modest rate increase by Bitterroot though not the
outrageous 125% increase that Bitterroot is asking for. Bitterroot states that this rate
increase is based primarily on the rising energy costs for pump operation. The data that
Bitterroot submitted does not bear this out. Rather, it was the costs associated with
capi tal improvements and maintenance that is the basis for Bitterroot's case for a rateincrease, not rising energy costs. I believe that Bitterroot did not honestly portray
their case to the Commission, nor their customers.
Therefore, a modest rate increase based on an annual energy cost increase of approximately
6% and therefore a one-time adjustment to customers at this time of 25 - 40% would bereasonable.

facing with fuel costs natural gas costs, and just general cost of living going throughthe roof, i think it's a lot to ask of us.
