Comment description: My rate case notification was smeared thus I cannot uncover the
applicabel case number.
I am not all in favor of the rate increase. I have seen, and I am one of the oldest houses
on the system, that BWC has done anything to improve our poor water pressure. The water
quali ty is acceptable. A 105% rate increase is not reasonable. An increase for cause of$5-10/month may be if it improves something for me. Also, we do pay a high excessive fee
for water in the summer and the commission should look into this. Furthermore, I am not
aware of the competitive nature of private water company fees in Northern Idaho. I can
only assume the fee base requested is way above the norm.
Conclusion, no increase at all unless some benefit is received by BWC customers.

Comment=descriptlon: Bitterroot's request to increase our water bill by 125% is
outrageous! It would be twice as much as any other water company fees in our area
charges. We have not seen or been notified by Bitterroot of any upgrades. We already payan average of $300 per year over their current base rate of $240.00. In addition to notincreasing our rates, we would like to see a separate, lower rate for irrigation water.Everyone out here is on 5 acre tracts, and as is, we can t even afford to water ourpasture. Please DO NOT grant this fee increase!

increase might be justified above the $20 base rate , but not a 225% increase to $45.Yes, other utilities (electric and gas) have increased, but only by 25-30%. I don t seehow Bitterroot's operating costs have increased any more than that amount. Lets set the
increase at a more resonable level, say $25 or $30 base. Thank you.

unacceptable for several reasons: a) it is not in line with the surrounding companiesrates, i.e. Remington Water s base rate is $25.00. b) Bitterroot Water was recently
purchased by the Rickel family and this appears to be an attempt to recapture the purchase
price at warp speed. c) there is no large capital expenditure comtemplated. d) eventhough the dollar amount requested here is small, it just compounds my angst (and JoePublics angst) over rising property taxes, gasoline, natural gas, electricity and the
resulting increases in food and other retail goods, all WITHOUT a commensurate increase
in salary or income.
I am opposed to approval of any increase over $5.00.

Comment description: are in shock by the card we received from Bitteroot saying theywish to increase their monthly water rate from $20.00 to $45.00 a month. Even with the
energy price increases this past two years inflation has been running less than 5%. How on
earth can they justify to the people of this area such a huge gigantic increase is beyond
us. We as many other people in this area are retirees living on fixed incomes. A 10%
increase to cover costs for the last two years would be acceptable, but nothing more. If a
private business has higher than usual costs they don t just turn around and pass it onto
their customers. If they did they would be out of business very quickly. Maybe an
alternative is the answer to Bitteroot to manage the resources?
We and the people of Athol would very much appreciate it if you could see that this
increase is NOT passed onto us.

Comment descriptIon: Bitterroot Water is proposing an increase of 125% to its metered
base rate, raising the base rate bill from $20. to $45. a month. Even with system upgrades
and operating cost increases this large a fee increase is not justifiable. It is far
beyond the rate of inflation, even factoring in the increases in fuel costs. I would
encourage the Commission to not permit this planned rate hike that would more then double
the base rate for water. Thank you for your consideration.
