RE:QWEST REQUEST FOR EXTENSION OF TIME IN
CASE NO GNR-05-
On April 14, 2005, Qwest Corporation submitted an Application for Order Extending
Period of Time To File Comments in Case No GNR-05-1. On March 28 2005, this
Commission released a Notice of Investigation and Notice of Modified Procedure, soliciting
comments on how Idaho should respond to the recent decision by the Federal Communications
Commission to change the pricing structure for the charges local exchange carriers (LECs) may
impose for changing the presubscribed interexchange carrier (PIC) for interstate calls. LECs
were to file changes to the PIC change charges in their interstate tariffs by April 14, 2005.
On April 8, 2005, the FCC, in response to implementation problems brought forth by
various LECs, issued an order extending the deadline for the filing of revised interstate PIC
change charge tariffs from April 14 to October 17 , 2005.
STAFF RECOMMENDATION
The original schedule was set because Staff believed that any changes that might occur
on the intrastate charges should happen in consort with the changes proposed for the interstate
PIC charges. In light of the extension granted by the FCC, Staff believes that any urgency in this
case has been removed. Therefore, Staff has no objections to the extension of the comment
deadline for Qwest as well has any other parties wishing to comment on the Commission
notice.
DECISION MEMORANDUM APRIL 15 , 2005
Staff recommends the Commission provide a thirty-day extension for all parties wishing
to comment on the notice.
