On July 27,2018,Bar Circle S Water Company (the Company)asked for permission
to extend a water line to serve a new subdivision.McCarthy Capital,Inc.,is developing the new
subdivision,which consists of about 136 acres and 24 lots in Kootenai County.The Company
explained the extension would be a looped system with water supplied from three existing wells.
Each lot would pay a $2,500 hook-up fee on closing the purchase.See Application.
On August 15,2018,the Commission issued a Notice of Application and set a deadline
for persons to petition to intervene as a party to the case.The Commission also explained it would
set further procedure after the intervention deadline ran.The intervention deadline ran on
September 4,2018 with no one petitioning to intervene.With this Order,the Commission finds it
appropriate to process the case by Modified Procedure,and sets deadlines for interested persons
to file written comments.
NOTICE OF MODIFIED PROCEDURE
YOU ARE HEREBY NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter,and will proceed under Modified Procedure
pursuant to Rules 201 through204 of the Idaho Public Utilities Commission's Rules of Procedure,
IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written
comments have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person or party desiring to state a position
on this Applicationmay file a written comment in support or opposition with the Commission no
later than 21 days from the service date of this Order.The comment must contain a statement
of reasons supporting the comment.Persons desiring a hearing must specifically request a hearing
in their written comments.Written comments concerning this Application shall be mailed to the
Commission and the Applicant at the addresses reflected below:

YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set,the Commission will consider this matter on its merits and enter its order
without a formal hearing.If written comments are received within the time limit set,the
Commission will consider them and,in its discretion,may set the same for formal hearing.
YOU ARE FURTHER NOTIFIED that the Application and supporting workpapers,
testimonies and exhibits have been filed with the Commission and are available for public
inspection during regular business hours at the Commission offices.The Application and

number as shown on the front of this document.
ORDER
IT IS HEREBY ORDERED that this case be processed under Modified Procedure,
Rules 201-204 (IDAPA 31.01.01.201-.204).Interested persons shall have 21 days from the service
date of this Order to file written comments.The Company shall have seven days from the comment
deadline to file any reply comments.
