There has not been a rate increase & we don't have objections to one, but this is unreasonable. Over the years, as people have filled in the neighborhood & they have expanded new plats for development our water service has deteriorated with less pressure, more water outages, pump failures, some quality issues, etc. The water system is called on to handle more service, but little in the way of upgrades. Now, without notice, they want to add an additional home development to use our water system & have us pay for the added people & necessary upgrades by raising our rates over double. We all live on 5+ acre lots with high upkeep homes & landscapes & pay added costs for added water usage. We use conservation, water at night, with limited usage. This is a fire area potentially, with high brush, trees & forest vegetation. Water is necessary for suppression & prevention during hot summer months. When we bought into this development we were never told that our water system would be used for other than this development. The new development should pay for their water usage through increased hook up fees & the full cost of upgrading the systems, hardware, personnel & delivery costs. This also applies to the added plats that Bar Circle is' has brought on line already. I would suggest an increase of the Monthly Base Rate to 20%, the excess usage rate to an excess of 50,000 gallons by 15%. If private wells per 5 acre lots are not allowed currently, they should be to allow current homeowners an alternative to these drastic & excessive increases. We do not want to pay for business schemes not associated with this neighborhood. let the Bar . S' company dig a new well to provide water elsewhere. Thank you for allowing us to express our views. I' m a rate payer to Bar circle S water co. which is asking for a more than doubling of my water usage rates. In the heat of summer I pay over $300.00 per months already. There are reasonable alternatives to this extreme rate increase request. I along with my family live on five acres and because of the C C & Rs restricting me from installing my own well, I am forced to rent my water from Bar circle S water co. (read monopoly). Bar Circle "5" Water Company allows 7,500 gallons as the threshold for the baslc monthly service rate. When we purchased the property in 2005, the developer, who is also the owner/operator of the water company, stated that their baseline rate was suffiçient for normal monthly use by a small family plus irrigation for approximately 1 acre 9f lawn or pasture. Additionally, the Declaration of Protective Covenants literature we ~eceived at the time of our purchase states that the "amount of water supplied per tract by the Bar Circle "5" Water Inc. is the amount normally used in one (1) single family residence, I and enough toirrigate one (1) acre." . I We do not use an unusual amount of water for our routine household purposes. ~urrently we are using 2/3 of the basic allotment under the rate structure, WITHOUT any irr~gation. A rough estimate of the amount of water required to irrigate an acre of landscap~ng to 1" depth is 26,000 gallons. The average landscape in this climate needs approximately ø. 25" per day, or 1" per 4 days, in a peak month. So, we may anticipate that our water usage Iwill increase to 7.5" (30 / 4) per month, or 195,000 gallons per month. Our total monthly u~age during a peak month might then be 200,000 gallons. This water usage estimate clearly e~ceeds the verbal statement made to us by Mr. Turnipseed at the time of our purchase and ~t is also significantly more than the Declaration of Protective Covenants literature we ~eceived from the developer. Thus, we believe the initial 7,500 gallon threshold for normallhousehold and landscaping use is severely understated and not revising it violates our curre~t agreement. Al though we understand the nature behind the Company's Application, and, thus, !do not object to an increase of our water charges, we do oppose the radical spike from the cJrrent rate as well as the contradictory information in our Declaration of Protective Covenan~s with regardsto reasonable water consumption. ¡1 I ! As a final observation, it should also be duly noted that many of the submissions from Bar Circle "5" Water Company, Inc are riddled with deceitful data and to rely on it, if even slightly, is prej udice: · Overvalued cost for the interconnection project · Egregious increase in labor costs · False claims regarding the Normalized Water Testing frequency · Inappropriate consulting expenses for Double T subdivision · lack of UCRR compliance (Annual Rules Summary, Customer Billing, Termination for Non- Payment) · Avondale Construction Inc (lic RCE-560) is not only a business affiliate of Bar Circle "5" Water Company, they are owned by the same party, Robert Turnipseed We have carefully reviewed the Staff Report and recommend that the Commission reject the proposed rate increase and implement a more reasonable fee schedule not to exceed the Tariff Design suggested by the Staff. However I believe their proposed increase is excessive particularly in comparison with the recent cost of living inc reases. I am also a customer of the Diamond Bar Estates Water Company which is also owned by Mr. Turnipseed. You processed his rate increase request last year and I feel that you granted him a reasonable increase at that time. I hope you do the same with his Bar Circle 5 request. I can see no reason as to why a gradual rate increase is not approved instead of the monumental one that is recommended by your staff. In any business a customer would simply utilize a different vendor or service, but we are being held hostage. The recommended 67% increase for the watermaster is exorbinate when a similar system that services over 300 (almost twice the size of this one) customers for $1300 1 month. ,I could see a more relaistic increase in this fee, but to see this type of mamoth increase is without merit.
