THIS WATER INCREASE is GOING TO BE A HARDSHIP ON MY-SELF AND MY FAMILY. DURING THE SUMMER
MONTHS WE USE ALOT OF WATER TO WATER OUR 5 ACRES AND THE ANIMALS AND THE TREE' S AND GARDENS
WE HAVE PLANTED. WE WOULD LIKE TO IN THE FUTURE CONTINUE HAVING GARDENS AND ANIMALS TO HAVE
FOR MY FOUR YOUNG GIRLS.
MY FAMILY DOSE NOT WANT TO PAY FOR BOB TURNIPSEEDS NEW HOUSING DEVELOPMENTS WATER SYSTEM.

First of all, we would like to compliment the PUC Staff for its detailed and thorough
analysis of Bar Circle · S' Water Company's (Company) application for an increase in the
Company' 5 rates and charges for water service to our rural properties.
We own a 5-acre parcel, purchased in July of 2003, and utilize water for household use,
landscape watering, and watering of firebreaks surrounding our residence. We are pleased
with the service we have received from the Company to date. Water quality is good, response
to calls has been good (when the emergency number is called), and the cost so far has been
very reasonable.
We were very surprised to receive information from the Company in the summer of 2009 stating
that the Company was applying for a 119% increase of our rates due to costs incurred for
equipment replacement and for improvements planned to the system. They noted that there had
been no increases since 1989; also a surprise. We live on the street where Well No. 2 is
located and know that the pump has been replaced twice since July 2003. However, we have
never received any information from the Company about how the cost of equipment was covered,
or who was paying for it.
Based on the information in the Staff analysis, we support adoption of Staff recommendations
1 through 7, and ask that the Commission approve them as written.
We support the adoption of Staff recommendations Nos. 8 & 9 and further recommend that all
customers currently being served by the Company receive a Rules Summary as soon as it is
available. We have never received any information concerning rules and regulations for the
water company/system even though we requested it in July of 2003 when we asked for the water
service to be put in our name.

We are both retired, and increases already with the utilities taxes and groceries, this is a
big hardship for us. We use only water for our family and minor watering for our lawns in the
front and backyard. We no longer have horses, which we could not afford either.
Our usage for July was 63910 and Aug 62830
We no longer have livestock.
Our watering is done 4:00 am in the morning to conserve.
Our water usage during the winter time is approximately 132850.
We have 6.50 acres, not a low income housing development. We do not want to pay for Bob
Turnipseeds new housing developments water system. The cost should be the new owners.
The CC& R' s should be changed with respect to installing our own well system.
The first 12 years we lived here we were on gravity flow for the water system, this was very
bad for all those years. we spoke to Mr. Turnipseed about this and it took this long to get
it resolved and now he wants to charge us outrages increases. If we had our own well we would
have been fine then and now. Stop his increases in water rates.

No Do not raise our rates please! We are in an economic crisis with many in our
neighborhood out of work or with retirement incomes that have shrunk drastically. If Mr
Turnipseed needs more money for his new development's water supply it should not come from
existing customers of his former developments. His water hook up fees should be adjusted to
give him the capital he needs for that community. Kootenai Water District for example has
just in the last month raised their hookup fees from $4000.00 to $7500.00. Mr Turnipseed
should not raise our rates to finance additional needs of new development but should get the
money from the new customers who want to live here. We water at night and are as
conservative as we can be with 2 acres of landscaped property. We have a recently widowed
neighbor who could barely afford to water her yard already and more neighbors out of work.
The neighborhood will end up unwatered with burned up landscaping and look like a slum. This
will also create a fire hazzard next summer when lightening storms begin again. Also our
CCNR' s should be changed to allow property owners here to drill their own wells. This is an
unfair monopoly of water rights by the Turnipseed group.

Bar Circle S Water Company is asking the commission for our base water rate to more than
double and 119% increase on usage. This is an outragous increase to be asking for. This
would definitely cause a hardship for many, many families. We have 5 acres with 3 horses, not
a small lot to water. We understand a need to increase rates, We feel a 10% increase or less
would be acceptable.And We DO NOT want to pay for Bob Turnipseeds new housing developments'

Common sense and todays economy does not j usti fy a plus 100% increase in useage fees. All
costs are going to the upside and an appropriate increase does seem reasonable.
Suggestions:
1. 15%/20% increase in Monthly Rate
2. Water useage in excess of 50,000 gals. increase cost factor 10%/15%.
3. New developement hookup fees $2500.00.
The above suggestions are submitted for a two year period and then revaluate.

We would agree to a resonable raise in rates but not at 119%. If they feel the rates are not
where they should be they should have proposed a resonable rates increase through the years.
We are in business and we would never get away with raising our rates that much at anytime.

We are Bar Circle S residents, living at 661 Dolan Road. My brother, Paul Eagan is also a
resident of Bar Circle S and happens to live at 1325 Dolan Road. We have recently discussed
the proposed water company rate increase and we are thus, writing to express our opposition.
We are extremely unhappy with the rate increase that Mr. Turnipseed is seeking for Bar Circle
S Water Company users. Unfortunately, we have no other water company available to us and
thus are at his mercy. We are on a fixed income and will find the huge increase in water
rates difficult to pay. We will be forced to cut down on our water usage and feel that our
landscaping will suffer. Plants and lawn that we have diligently cared for over the past 9
years will die.
We can' t help but feel that there will be other residents in Bar Circle S who will be forced
to let their lawns go. Many of our friends and visitors comment on the beauty of this
community. Soon, they may instead see a community that looks as if residents here have no
desire to keep up with the maintenance of their landscaping! So, there goes our property
value and theirs! Plus, doesn' t Mr. Turnipseed care what the community looks like since it
should translate into $$$$$ for him?????
We also saw that Mr. Turnipseed is building another development just north of Bar Circle S on
Ramsey Road. We can' t help but feel that he wants to increase OUR rates to help pay for the
development costs of HIS new Bar T development. This doesn't seem fair. We've been
residents here for a number of years and know for a fact that Mr. Turnipseed has not run his
water company at a loss in past years!
So, how can this huge rate increase be acceptable to you?????
Therefore, we, here, wish to register our opposition to this absurdity!

We attended the City Council Meeting on Thursday, Oct 29th.
1) We are so disappointed that Mr. Turnipseed apparently is not concerned or bothered by the
fact that his beautiful Bar Circle S community may soon display a number of brown, dead lawns
and trees because of his unreasonable request for this huge rate increase. Residents have
spent the past years enhancing their properties with lawns and landscaping at substantial
cost to them in most cases. These same residents will now NOT be able to pay the rate
increase without cutting back considerably on their water usage which will cause our
beautiful community to lose it's beauty as well as it i S property value! How selfish of this
man to so casually dismiss the financial ramifications to the Bar Circle S community who have
helped to make him a very weal thy man.
2) We were also disappointed that it appeared to us that the Council had already made up it' s
mind but felt that they had to give the appearance to the residents of Bar Circle S that
their comments were a) welcome, b) encouraged, c) very important and d) would certainly have
an impact on the Councils decision regarding Mr. Turnipseed's request for a rate increase. It
reminded us of our Federal Congressional behavior; whose behavior we are also NOT proud of!
3) After doing some research on our own, we (since the 10/29 meeting) have learned that there
is precedent already set by the Diamond Bar Community to guarantee Mr. Turnipseed a 12%
return! That is absurd! What company in today 's ecomony receives a guaranteed 12% rate of
return??? If we could start a business and be guaranteed a 12% rate of return, you better
believe that we would incorporate tomorrow.
4) We are also disappointed in Mr. Turnipseed's obvious deception aimed at residents, the
PUC, and the Council by presenting 20e8 test records which revealed an operating LOSS for Mr.
Turnipseed when his other past year's records reveal that 2 years out of 5 Mr. Turnipseed
actually made a substantial profit and did NOT operate at a loss!
5) It seems quite apparent that Mr. Turnipseed is trying to find some working capital to pay
for his Bar T Development on the backs of his Bar Circle S Water Company customers. It is
unfair, unscrupulous, and very disappointing to learn that such deceptive, self-serving
behavior occurs right here in middle America and not just in Washington DC!
