It is 3: 33 am & I lay awake worrying after attending the City Hall Hearing just 10 hrs ago.
I invited you) the Commissioners) to visit our neighborhood see that you can SEE ALL of the
beautiful properties in which each homeowner works tirelessly to upkeep during the few summer
months N Idaho has and to FEEL the dirt with your hands and HEAR the strength of the winds
which dry us up so horribly that we are a timberbox fearing the flames.
I don't have granite countertops or fancy wood flooring. What I do have is my very own lawn
that was once entirely trees removed by my hands! I am not the only one with the safety of
parklike land nor in fact am I even one of the biggest water user in our development
according to Bob Turnipseed (as Marsha carefully hinted this evening).
Please) I ask you again to visit our neighborhood. Find land that is undeveloped in the
summer & step one foot into it.
You will SEE our endless trees (I call them match sticks).
You will FEEL what kind of dirt we have. I call it 'poof dirt' because it literally 'puffs a
cloud of dirt l when you step.
You will HEAR the roar of our hot summer winds that dry our land out within an hour watering.
If we homeowners let our land go) we'd live in a filthy timberbox ready to ignite by our
amazing summer lightening storms. Look on Google Earth(FYI: The image is 5 years old.)or Map
Quest. Much of the 5 acres properties is developed into horse pastures & decorative lawns)
fruit orchards & gardens. I forwarded an aerial photo of my land via email so that you can
see what I am talking about.
I have a great deal of concern in reading the REPORT DATED 10/23/09 written by the Staff. On
Page 28 there is a graph labeled MONTHLY USEAGE PER CUSTOMER. I would like to know where this
information came from because it does not represent the homeowners summer water useage
accurately - not even close. The graph peaks at 100)000 gallons per customer. The homeowners
I've talked to easily use double what the REPORT states in summer months. We 5 acres to
manage. What do you expect.
Please) please within your research remember this) THE MAJORITY OF BSC WATER USERS NEVER EVER
REACH THE MINIMUM WATER USEAGE IN ALL THE OTHER MONTHS OF THE YEAR. Just summer. What BCS
has proposed is truly overkill. Mr Turnipseed is merely trying to pay for his new

developments by sticking it to the existing development with whom we've pay our dues. His
land is not selling because the economy is bad.
We) the middle class hard working homeowners feel this crunch terribly & we are all worried
about it a great deal. My limited yet outrageously expensive family health insurance (we are
very heal thy) plan 'Regence NOW Select' a limited coverage through Regence Blue Shield
(husband) son & myself) will be less expensive than my water bill should the commission goforward as the Report finds.
I address you) the Commissioners to step foot into our lives during the summer months and you
will realize we are not excessive people) we are smart) hard working families caring for our
land so that we do not loose it & our homes to fire storms . The threat is always present to
us and we must remain vigil. Please do not put us in the position of being unable to afford
our water and unable protect our land from danger. Please realize we cannot afford it. We
just can't.

THE YEAR -

Dear Commissioners,
Attached, please find a picture of my property that was entirely treed & "rough" when i bought my
home August 2002. i cleared this land of trees (peeker poles) with my own hands one tree at a time
during the summer of 2004 finishing in 2005. i then brought 180 dump truck loads of top soil,
installed a sprinkler system and seeded to obtain my dream land.. Please attach the picture to my
filed comments submitted online. i want each of you to see what i am referencing when i talk about
my land.

This rate increase is way out of proportion. It will provide economic hardships to
residents and the school district who live or operate in this water district zone.
I'm not sure if the rate increase asked for is tied to the new stage of development going on
but) if it is) the developers and incoming residents should be responsible for that cost and
not have the developed neighborhoods bear the cost.
DO NOT RAISE THE RATES!!
