I understand that a rate increase may be necessary and even justifiable) but to increase
rates to such a dramatic extent at one time is unacceptable and just plain poor business
conduct. It is Bar Circle S Water co. 's responsibility to operate their business in such a
way that does not place such tremendous burden on their customers. They have failed to do
this and now want their customers to bear the burden of their poor business practices. This
is not acceptable. It is my sincere hope that a compromise on this rate increase will be
agreed upon that will provide for a percentage of the needs that Bar Circle S Water has and
yet not over burden the customers.
