Rate increases are to be expected. What is unexpected and unreasonable is the exorbi tancy of
the rate increase. There is no excuse for it. If improper management practices have occured,
then that needs to be remedied, but not at the expense of the property owners.

BCS is requesting a substantial increase in rates, fees and services. According to
www.puc.state.id.us/ar2007/water.pdf. Bar Circle S is currently in the top 5 for both minimum
usage and per 1000 gallon rates. If Mr. Turnipseeds request is approved, we will be paying
perhaps the highest water rates in Idaho.
We have been customers of BCS since 4/1994 and our rates have not increased. I have to ask
why such a huge increase and why now. I cannot help but think it is a direct result of Mr.
Turnipseeds new development, Double T. However, according to BCS rate increase application, in
2008 the company operated with a $39,164 net loss. Also, BCS states it needs an additional
$30,407 yearly to prevent future operating losses. Together,with fees and expenses,BCS
requires $80,335 to clear its books. The 119% increase will, according to the
application, cover these losses/expenses in one year(119% x $67,255 = $80,335). What happens
the following year when the $39,164 operating loss no longer exists? Will our rates be
lowered? Probably not.
I am not against profits , it is a business. However, we cannot change our water company if we
feel our rates are excessive. We depend on the PUC to fairly establish them. There will be
consequences to our neighborhood if the request is approved and unfortunatly, not for the
better.

The water company is seeking a rate increase that will over double my monthly water bill.
Such a monumental increase ought to be accompanied with rational justification. I have not
heard any.
The inability to profitably operate its business for 19 years or so is hardly rational.
Owners of such a business should either sell it or declare bankrupcy and get into a line of
work they know something about. Nor, does a significant capital investment in high-tech
remote-reading flowrate transmitters seem a reasonable cause for doubling rates with a
company that appears to continually operate in the red. It is not clear how remotely reading
customer meters instead of walking the roads once a month will improve their bottom line.
The proposed rate increase will likely make our water the most expensive in Idaho and is
grossly out of line with rate increases granted to similar water companies in the state. So,
other than a self-admitted lack of business acumen, why should BCS deserve a rate increse?
It' s possible a modest rate increase could be justified because of increases in the cost of
doing business such as changes in fuel/energy costs, equipment improvements, etc. Such
changes, however, do not merit over 100% increase in rates.
