I Support the Increase request for Bar Circle · S' Water. I agree that they have not
increased rates over a long period of time, as such an increase is warranted to maintain
service levels.

We have no idea what justifies the tremendous increase in rates that this company is asking
for. The owners of the company have built a new sub-division north of our area and
presumably need funds to build the infrastructure for water delivery to that area from the
same well from which they get our water. The trouble for them is that they have no buyers
for these lots as yet, and thus no increased revenue to pay expenses. We certainly
understand the need for cost of living increases, but this rate increase is ridiculous and
totally unfair to all of us who are struggling in the present economy.

I understand that a rate increase may be necessary and even justifiable, but to increase
rates to such a dramatic extent at one time is unacceptable and just plain poor business
conduct. It is Bar Circle S Water CO.' s responsibility to operate their business in such a
way that does not place such tremendous burden on their customers. They have failed to do
this and now want their customers to bear the burden of their poor business practices. This
is not acceptable. It is my sincere hope that a compromise on this rate increase will be
agreed upon that will provide for a percentage of the needs that Bar Circle S Water has and
yet not over burden the customers.
