Bar Circle tiS" Water Company, that provides service to approximately 160 customers typically
located on 5 acre lots on the Rathdrum Prairie 15 miles Northwest of Coeur d Alene, has filed
an application with the Idaho Public Utilties Commission to increase its rates for water service
by approximately 119%. The Company has not changed its rates for water service in 19 years.
The Company has asked for an August 1, 2009 effective date.

The Company proposes to increase its monthly basic rate for the first 7,500 gallons of water
from $15.00 to $32.92 and increase the rate for consumption over 7,500 gallons per month
from $0.95 per thousand gallons per month to $2.08.. The Company proposes to increase its
fire protection rates for private fire hydrants from $9.50 per month to $20.85 and fire sprinkler
connections from $48.13 per month to $105.62.
Bar Circle tiS" is also proposing to update its non-recurring charges for reconnection fees,
returned check charges, after hour service calls and new customer initial connection fees to
recover the company's current costs for these activities.
The application is available for review at the Companýs offce located at 2953 N. Government
Way in Coeur d Alene. The application is also available for review on the Idaho Public Utilties
Commission's web site at puc.idaho.gov. Refer to Case No. BCS-W-09-02.
