YOU ARE HEREBY NOTIFIED that on December 6, 2004, Bar Circle "S" Water
, Inc. (Bar Circle) filed an Application with the Idaho Public Utilities Commission
(Commission) for authority to expand its certificated service territory in Kootenai County, Idaho
to include a portion of the South Half of the Northeast Quarter of Section 22, Township 52
North, Range 4 West, Boise Meridian, Kootenai County, Idaho (65 acres) to provide domestic
water to approximately 13 five-acre lots. Idaho Code ~ 61-526; IDAP A 31.01.01.112.
As per engineer estimates, the installation of utility services will cost approximately
$73 860. The developer, Raymond Vaudreuil (Hope Realty), has agreed to pay all line extension
costs. Included in the Application are copies of the request for service and a copy of the
executed Water Main Extension Agreement.
YOU ARE FURTHER NOTIFIED that the Commission has reviewed the filings
record in Case No. BCS-04-1. The Commission has preliminarily found that the public
interest in this matter may not require a hearing to consider the issues presented, and that issues
raised by the Company s filing may be processed under Modified Procedure, i., by written
submission rather than by hearing. Reference Commission Rules of Procedure, ID AP A
31.01.01.201-204.
YOU ARE FURTHER NOTIFIED that the deadline for filing written comments or
protests with respect to Bar Circle s Application and the use of Modified Procedure in Case
No. BCS-04-1 is Tuesday, January 18,2005.

received within the deadline, the Commission may consider the issue on its merits and may enter

decide the matter and issue its Order based on the written positions before it. Reference IDAP A
31.01.01.204.
