Pursuant to Idaho Public Utilities Commission Rules 19 and 43.03 and Idaho Bar
Commission Rule 227, the undersigned local counsel, Jefferson H. West, hereby petitions the
Idaho Public Utilities Commfasion for admission of the undersigned applying counsel,
Andrew J. Unsicker, Lanny L. Zieman, and Thomas A. Jernigan, for purposes of the above­
caP,tioned matter. ·
Andrew J. Unsicker, Lanny L. Zieman, and Thomas A. Jernigan each certify that they are
an active member, in good standing, with their State Bars and they each maintain the regular
practice of Jaw at the noted address below, and that they are not residents of the State ofldaho or
licensed to practice law in Idaho.
Undersigned counsel certify that a copy of this Motion has been served on all other
parties to the above-captioned matter and a copy of the Motion, accompanied by a $325 fee per
applicant and certificates of good standing have been sent to the Idaho State Bar.
Counsel certifies that the above information is true to the best of their knowledge, after
reasonable investigation. Jefferson H. West respectfully requests, pursuant to IBCR 227(b)(2),
the Commission to excuse his attendance and that he shall not be required at any Commission
proceedings at which Andrew J. Unsicker, Lanny L. Zieman, and/or Thomas A. Jernigan appear.
